General Description

The Quantity Surveyor will administer and assist Site Operations with payment applications and variation claims for dewatering. The post holder will support the tender process by providing relevant reports, assistance, and documentation control. The person will ensure reconciliation of project cost estimates pertaining to post-award claims, bills of quantities, and other tender documents.

Key Responsibilities

Familiarization and review of all ongoing contracts – highlight key points and produce detailed reports on the Contract, Scope of Works, Responsibilities, Plans and Drawings, Bill of Quantity, Payment Terms, and Submission Requirements (Insurances, Bonds, etc.). Take a leading role during the Tender stage. Updating the GO-NOGO, Financial Risk, Contract Risk and Project specific risk via the company system (CRM and MCS). Take a leading role in Contract and Project reviews. Monitor status and accomplishment of payment terms and project costs. Maintain accurate records of work carried out and develop a structured document control process. Prepare cost estimates and ensure progressive payment applications. Develop systems to monitor cost control for multiple and concurrently running projects. Review, package documentation, and generate reports to support claims and invoicing for contracts and sub-contract agreements. Generate monthly and ad hoc data reports as requested by the Commercial Manager. Assist in the evaluation of early warning / compensation events, including provision of documentation on variation claims and arbitration proceedings. Review invoices to ensure conformity of billing format, correct scope or coverage, and correct amounts. Review and reconcile variances in payments against claim amounts, including packaging of supporting documents. Assist Site Operations and Finance in sit down / negotiation with the Client to reconcile variance or disputes in claims. Assist Site Operations and Finance in reconciliation of final claims including documentation, or packaging of necessary submittals for subcontract close out. Site and Client visits as and when needed or directed by the Commercial Manager. Make a deliberate effort to gain a full understanding and working knowledge of the Company’s QHSE Policies and Procedures. On an ongoing basis, monitor all works against specifications to ensure the quality and accuracy of work performed meets standards. Notify the Line Manager of any defects, mistakes, errors, contamination, or variations identified. Ensure all applicable quality checklists are properly completed. Cross Functional Support/Training. Works closely with internal project stakeholders assigned to resolve any project risks associated in bid stage, contract analysis and execution Identify & address problems and opportunities; bring those which are appropriate to the Line Manager; and facilitate discussion & deliberation Conducting internal training seminars on the latest developments within the Commercial and Contract management sphere

Qualification Requirements

A bachelor's degree in engineering (Quantity Surveying is preferable) is required. A Diploma in Surveying or Civil Engineering is also considered with sufficient experience in Quantity Surveying. Minimum 3 years Commercial experience in civil / sub-structure related projects with a leading contractor in GCC is required. Sound knowledge of the principles of Quantity Surveying and experience in applying its techniques. Knowledge and Experience with drafting, reviewing, and negotiating Contracts and Subcontracts. The ability to recognize risk and opportunities within contracts, mitigate against them and/or request variations. Keen analytic, organization and problem-solving skills, which support and enable sound decision making. Good experience in project management with an emphasis on working with internal and external stakeholders. As well as managing, assessing, and reviewing the work of other staff, consultants and contractors. Knowledge of Microsoft applications. Results Orientation, Customer Focus/Service Orientation, Innovative Thinking, Quality Assurance / Attention to Detail. Civil Engineering (Principles of), Numerical Accuracy, Payment Terms, Cost, Quantity Surveying, Method Statements, Project schedules. Methodical way of thinking. Good knowledge of construction. The ability to absorb complex information and assess requirements readily.
