Job Description
WSP are seeking an exceptional Technical Director - Water to provide technical leadership, strategic direction, and project delivery excellence across our Water business in the Middle East. This role will be based in Saudi Arabia and will support projects and clients across the GCC and wider Middle East region.
As Technical Director - Water, you will be a senior leader within WSP's Water practice, responsible for driving technical excellence, project performance, innovation, and business growth across a diverse portfolio of water infrastructure projects.
You will lead multidisciplinary teams delivering major potable water, wastewater, stormwater, irrigation, hydrology, flood management, water resources, and integrated infrastructure schemes. You will serve as a trusted advisor to clients, mentor technical teams, support strategic pursuits, and elevate WSP's market position as a leading water consultancy throughout the region.
Responsibilities
Technical Leadership & Excellence
- Act as a Technical Authority and subject matter expert across water infrastructure disciplines.
- Provide strategic technical leadership for major water, wastewater, stormwater, irrigation, hydrology, and water resources projects.
- Lead technical reviews, assurance processes, and governance activities across project portfolios.
- Ensure designs comply with international best practice and local authority requirements throughout the Middle East.
- Champion innovation, sustainability, digital engineering, and resilient water infrastructure solutions.
- Drive the adoption of emerging technologies, modelling tools, and best practice methodologies.
Project Delivery Leadership
- Oversee the successful delivery of complex multidisciplinary water projects from inception through detailed design and construction support.
- Provide technical oversight across planning, feasibility, concept, preliminary and detailed design stages.
- Monitor project performance with respect to scope, programme, quality, risk, and profitability.
- Support project directors and design managers in resolving complex technical challenges.
- Lead technical risk assessments and ensure robust mitigation strategies are implemented.
- Promote consistency, quality, and efficiency across all project deliverables.
Client & Stakeholder Engagement
- Build and maintain strong relationships with utilities, government authorities, developers, municipalities, and strategic clients.
- Serve as a senior client-facing representative for WSP across major commissions.
- Lead technical workshops, client presentations, and strategic advisory engagements.
- Support authority engagement and approval strategies across jurisdictions.
- Identify opportunities to expand client relationships and secure repeat business.
Business Development & Market Growth
- Contribute to the growth strategy of the Water business across the Middle East.
- Identify emerging market opportunities and support the development of new service offerings.
- Lead or support major bids, technical proposals, and strategic pursuits.
- Develop strong networks across regional water authorities, developers, and infrastructure clients.
- Enhance WSP's brand and reputation through industry engagement, conferences, and thought leadership initiatives.
People Leadership & Capability Development
- Mentor, coach, and develop engineers and technical specialists across the Water practice.
- Build and strengthen technical capability across all levels of the business.
- Support recruitment and workforce planning initiatives.
- Foster a culture of collaboration, technical excellence, innovation, and inclusion.
- Identify future technical leaders and support succession planning across the region.
Sustainability & Innovation
- Promote sustainable water management principles across all project activities.
- Advocate for climate-resilient design, circular economy principles, water reuse, and resource efficiency.
- Support the delivery of Water Sensitive Urban Design (WSUD) and integrated water management solutions.
- Contribute to WSP's sustainability commitments and regional environmental objectives.
Qualifications
- Bachelor's degree in Civil Engineering, Environmental Engineering, Water Engineering, or a related discipline.
- Master's degree preferred.
- Chartered Engineer (CEng), PE, PMP or equivalent professional accreditation.
- Typically 15-20+ years of experience within water infrastructure consultancy.
- Extensive experience delivering major water projects in Saudi Arabia and wider Middle East.
- Proven expertise in one or more of the following:
- Potable Water Networks
- Wastewater Collection Systems
- Wastewater Treatment
- Stormwater Management
- Irrigation Systems
- Hydrology & Hydraulic Modelling
- Flood Risk Management
- Water Resources Planning
- Integrated Infrastructure Design
- Strong understanding of GCC authority requirements and design standards.
- Demonstrated success managing large multidisciplinary project teams.
- Proven business development and client relationship management capabilities.
- Excellent communication, stakeholder management, and leadership skills.

القيادة الفنية والتميز
- العمل كمرجع فني وخبير في المجال عبر تخصصات البنية التحتية للمياه.
- تقديم قيادة فنية استراتيجية لمشاريع مياه الشرب والصرف الصحي ومياه الأمطار والري والهيدرولوجيا والموارد المائية الكبرى.
- قيادة المراجعات الفنية وعمليات الضمان وأنشطة الحوكمة عبر محافظ المشاريع.
- ضمان توافق التصاميم مع أفضل الممارسات الدولية ومتطلبات السلطات المحلية في جميع أنحاء الشرق الأوسط.
- تعزيز الابتكار والاستدامة والهندسة الرقمية وحلول البنية التحتية للمياه المرنة.
- تشجيع اعتماد التقنيات الناشئة وأدوات النمذجة ومنهجيات أفضل الممارسات.
قيادة تسليم المشاريع
- الإشراف على التسليم الناجح لمشاريع المياه المعقدة والمتعددة التخصصات بدءاً من المفهوم وحتى التصميم التفصيلي ودعم الإنشاءات.
- تقديم الإشراف الفني عبر مراحل التخطيط ودراسة الجدوى والمفهوم والتصميم الأولي والتفصيلي.
- مراقبة أداء المشروع فيما يتعلق بالنطاق والجدول الزمني والجودة والمخاطر والربحية.
- دعم مديري المشاريع ومديري التصميم في حل التحديات الفنية المعقدة.
- قيادة تقييمات المخاطر الفنية وضمان تنفيذ استراتيجيات التخفيف القوية.
- تعزيز الاتساق والجودة والكفاءة عبر جميع مخرجات المشروع.
التواصل مع العملاء وأصحاب المصلحة
- بناء وحفظ علاقات قوية مع شركات المرافق والجهات الحكومية والمطورين والبلديات والعملاء الاستراتيجيين.
- العمل كممثل رئيسي أمام العملاء لشركة WSP عبر التكليفات الكبرى.
- قيادة ورش العمل الفنية والعروض التقديمية للعملاء ومهام الاستشارات الاستراتيجية.
- دعم استراتيجيات التعامل مع الجهات التنظيمية والحصول على الموافقات عبر التخصصات القضائية.
- تحديد الفرص لتوسيع العلاقات مع العملاء وتأمين أعمال متكررة.
تطوير الأعمال والنمو في السوق
- المساهمة في استراتيجية نمو أعمال قطاع المياه في جميع أنحاء الشرق الأوسط.
- تحديد فرص السوق الناشئة ودعم تطوير عروض الخدمات الجديدة.
- قيادة أو دعم المناقصات الكبرى والمقترحات الفنية والمساعي الاستراتيجية.
- تطوير شبكات تواصل قوية مع هيئات المياه الإقليمية والمطورين وعملاء البنية التحتية.
- تعزيز العلامة التجارية لشركة WSP وسمعتها من خلال المشاركة في القطاع والمؤتمرات ومبادرات القيادة الفكرية.
قيادة الأفراد وتطوير القدرات
- توجيه وتدريب وتطوير المهندسين والمتخصصين الفنيين عبر ممارسة المياه.
- بناء وتعزيز القدرة الفنية على جميع مستويات الشركة.
- دعم مبادرات التوظيف وتخطيط القوى العاملة.
- تعزيز ثقافة التعاون والتميز الفني والابتكار والشمول.
- تحديد القادة الفنيين المستقبليين ودعم تخطيط التعاقب الوظيفي في جميع أنحاء المنطقة.
الاستدامة والابتكار
- تعزيز مبادئ الإدارة المستدامة للمياه عبر جميع أنشطة المشاريع.
- الدعوة إلى التصميم المرن مناخياً، ومبادئ الاقتصاد الدائري، وإعادة استخدام المياه، وكفاءة الموارد.
- دعم تقديم التصميم الحضري الحساس للمياه (WSUD) وحلول إدارة المياه المتكاملة.
- المساهمة في التزامات الاستدامة لشركة WSP والأهداف البيئية الإقليمية.
المؤهلات
- درجة البكالوريوس في الهندسة المدنية، أو الهندسة البيئية، أو هندسة المياه، أو تخصص ذات صلة.
- يُفضل الحصول على درجة الماجستير.
- مهندس معتمد (CEng)، أو مهندس محترف (PE)، أو مدير مشروع محترف (PMP) أو ما يعادلها من الاعتمادات المهنية.
- خبرة تتراوح عادةً بين 15 إلى 20+ سنة في مجال استشارات البنية التحتية للمياه.
- خبرة واسعة في تنفيذ مشاريع المياه الكبرى في المملكة العربية السعودية والشرق الأوسط الأوسع.
- خبرة مثبتة في واحد أو أكثر من المجالات التالية:
- شبكات مياه الشرب
- أنظمة تجميع مياه الصرف الصحي
- معالجة مياه الصرف الصحي
- إدارة مياه الأمطار
- أنظمة الري
- الهيدرولوجيا والنمذجة الهيدروليكية
- إدارة مخاطر الفيضانات
- تخطيط الموارد المائية
- تصميم البنية التحتية المتكاملة
- فهم قوي لمتطلبات السلطات والمعايير التصميمية في دول مجلس التعاون الخليجي.
- نجاح مثبت في إدارة فرق المشاريع الكبيرة والمتعددة التخصصات.
- قدرات مثبتة في تطوير الأعمال وإدارة العلاقات مع العملاء.
- مهارات ممتازة في التواصل وإدارة أصحاب المصلحة والقيادة.
