The Role A leading infrastructure developer in Saudi Arabia is seeking an experienced Relationship Manager to join its team in Riyadh. The successful candidate will act as the primary liaison between the organisation and key government stakeholders, supporting the business in navigating regulatory, legal and governmental matters and ensuring the successful delivery of its obligations. This is a senior, relationship-focused position requiring an individual with an established understanding of the Saudi government landscape, strong stakeholder management capabilities and experience working within or closely alongside public-sector organisations.

Key Responsibilities

  • Act as the primary point of contact between the organisation and relevant Saudi government ministries, authorities, regulators and other public-sector stakeholders.
  • Develop and maintain strong, trusted relationships with key government entities to support the organisation s strategic and operational objectives.
  • Manage and coordinate legal, regulatory and compliance matters relating to the organisation s activities.
  • Oversee the development, implementation and ongoing adherence to relevant policies and procedures.
  • Support the organisation in navigating government processes, regulatory requirements and approvals.
  • Monitor changes in relevant legislation, regulations and government policies, assessing their potential impact on the organisation.
  • Ensure the successful delivery and ongoing compliance of concession agreement obligations.
  • Coordinate with internal leadership, legal, compliance and operational teams to ensure government and contractual requirements are understood and delivered.
  • Represent the organisation in meetings and discussions with government stakeholders and regulatory bodies.
  • Identify and proactively address potential stakeholder, regulatory or compliance issues.
  • Provide senior management with guidance and updates on government relations, regulatory developments and key stakeholder matters.
  • Maintain appropriate documentation and reporting relating to government engagement, compliance and concession obligations.

Desired Candidate Profile

The successful candidate will ideally have:

  • 10+ years relevant professional experience in government relations, stakeholder management, regulatory affairs, legal/compliance or a related function.
  • Previous experience working within a Saudi government ministry, regulatory authority or other official public-sector body is highly desirable.
  • An established understanding of the Saudi governmental and regulatory landscape.
  • Strong relationships and the ability to engage credibly with senior government and public-sector stakeholders.
  • Experience managing complex stakeholder relationships and acting as a liaison between government and private-sector organisations.
  • Good understanding of legal, regulatory and compliance frameworks.
  • Experience overseeing policies, procedures and governance requirements.
  • Exposure to concession agreements, infrastructure projects or major development programmes would be highly advantageous.
  • Excellent communication, negotiation and stakeholder-management skills.
  • The ability to operate effectively with senior leadership and manage sensitive or confidential matters with discretion.
  • Strong organisational skills with the ability to coordinate multiple stakeholders and priorities.
