We are seeking an experienced Project Manager to lead the on‑site delivery of one of our major strategic projects in Saudi Arabia. This role is on‑premise during the project execution phase. Upon successful project completion, the Project Manager will take responsibility for managing and coordinating all ICT and ULV/ELV projects within the Scope of Medina airport expansion project, operating under governance defined by our TIBAH Project Management Office (PMO). Governance, standards, and methodology are centrally defined by the TIBAH PMO, while day‑to‑day project execution, local coordination, and stakeholder management are handled by TIBAH team and the Project Manager. The ideal candidate must possess extensive knowledge of airport operations, aviation applications, and the aviation industry, along with strong experience managing complex IT and ICT infrastructure project

Key Responsibilit
ies
Project Delivery (Initial Major Project) Lead end‑to‑end on‑site delivery of a major project in Saudi Arabia, ensuring alignment with scope, schedule, budget, and quality objectives. Act as the single point of contact on site for local stakeholders, customers, partners, and vendors. Ensure compliance with TIBAH PMO governance, standards, tools, and reporting requirements. Manage project risks, issues, dependencies, and change requests proactively. Coordinate local resources, subcontractors, and regional teams to ensure smooth execution. Provide structured and transparent status reporting to TIBAH PMO and senior stakehold

Post‑Project: Territory Project Management Assume responsibility for all projects within the Scope of Medina PMIA airport expansion project after completion of the initial major project. Implement and sustain TIBAH‑defined PMO governance, processes, and controls at regional level. Ensure consistent application of project management methodology across all territorial projects. Support portfolio planning, prioritization, and regional capacity management in coordination with TIBAH PMO. Act as a bridge between TIBAH PMO and Local execution, escalating risks and decisions when requ

Governance & Collaboration Follow centrally defined standards for planning, execution, reporting, risk management, and project closure. Contribute to continuous improvement by feeding lessons learned and regional insights back to the TIBAH PMO. Participate in PMO reviews, audits, and governance forums as req

Required Qualifications & Exp
erience
Minimum 7-10 years of experience as a Project Manager delivering complex projects. Proven background on managing and supporting the delivery of airport IT & aviation systems projects. Proven experience managing on‑site / on‑premise projects, preferably in Saudi Arabia or the GCC region. Prior experience working in organizations with a central PMO governance model is highly preferred. Strong background in stakeholder management across customers, vendors, and internal teams. Experience transitioning from single‑project leadership to multi‑project or territory‑level responsibility is a strong ad
vantage.
Technical & Methodological Skills Solid understanding of standard project management methodologies (PMBOK®, PRINCE2®, Agile / Hybrid). Strong skills in planning, budgeting, risk & issue management, and reporting. Comfortable working with PMO tools, dashboards, and structured governance frameworks. PMP®, PRINCE2®, or equivalent certification is p
referred.
