About the Role
An experienced and strategic Head of HR is required to lead the full human resources function for a large-scale manufacturing operation specializing in pipe production. This leadership role will drive HR transformation, workforce planning, talent acquisition, Saudization compliance, organizational development, employee relations, compensation and benefits, industrial relations and HR operational excellence aligned with business objectives.
Key Responsibilities
HR Strategy & Leadership
• Develop and implement HR strategies aligned with business and operational goals.
• Lead HR operations across plant, corporate, and expansion activities.
• Partner with leadership teams to support productivity, workforce stability, and organizational growth.
• Establish HR governance frameworks, policies, and KPIs.
Talent Acquisition & Workforce Planning
• Lead manpower planning for engineering, production, maintenance, QA/QC, logistics, and support functions.
• Manage recruitment activities for both blue-collar and white-collar employees.
• Develop succession planning and leadership pipeline initiatives.
• Strengthen employer branding and retention programs.
Saudization & Government Relations
• Ensure compliance with Saudization (Nitaqat) and Saudi labor regulations.
• Coordinate with government entities regarding employment and labor matters.
• Maintain compliance with GOSI, Muqeem, Qiwa, and labor office requirements.
• Drive localization and talent development initiatives.
Employee & Industrial Relations
• Handle employee relations matters, grievances, investigations, and conflict resolution.
• Promote a positive workplace culture and employee engagement.
• Support industrial relations best practices and workforce harmony.
• Ensure compliance with labor law and disciplinary procedures.
Performance Management & Organizational Development
• Implement performance management systems and appraisal processes.
• Identify technical and leadership training needs.
• Lead competency development and organizational restructuring initiatives.
• Support change management and continuous improvement programs.
Compensation & Benefits
• Develop and administer compensation and benefits structures.
• Conduct salary benchmarking and ensure internal equity.
• Support payroll coordination and HR budgeting activities.
HR Operations & Compliance
• Maintain HR documentation, reporting systems, and HRIS accuracy.
• Ensure compliance with company policies, HSE standards, and Saudi labor law.
• Prepare HR analytics and management reports.RequirementsEducation / Qualification
• Bachelor’s degree in Human Resources, Business Administration, Industrial Psychology, or a related field.
• Master’s degree or HR certifications (SHRM, CIPD, PHRi, or SPHRi) are preferred.
Experience
• 18+ years of progressive HR experience.
• Minimum 5 years in a senior HR leadership role within heavy manufacturing, steel, industrial, EPC, or engineering sectors.
• Strong experience within manufacturing plant environments is mandatory.
• Experience in pipe manufacturing, steel, metallurgical, or industrial operations is highly preferred.
• Experience with HRIS systems and HR analytics tools.
Skills & Attributes
• Strong knowledge of Saudi Labor Law and Saudization policies.
• Excellent leadership and stakeholder management capabilities.
• Strong communication skills in both Arabic and English.
• Strong negotiation, decision-making, and conflict resolution skills.
• Ability to thrive in a fast-paced industrial environment.
