JOB OBJECTIVE
The Business Development Manager (BDM) — HR & Manpower Supply is a senior commercial role responsible for growing the company’s manpower contracting and human resources solutions business across Saudi Arabia’s most strategically significant industrial, energy, utilities, and medical / healthcare clients.
This role is designed for a seasoned HR and manpower supply professional who has spent their career within the HR contracting ecosystem — having worked with or competed against established global and regional manpower companies such as NES or comparable manpower contracting organizations. The candidate must possess a thorough understanding of how large-scale workforce supply contracts are structured, tendered, negotiated, and managed .
The BDM will be the primary commercial engine of the organization — building and converting a robust pipeline of manpower supply opportunities across oil & gas, utilities, petrochemicals, mining, industrial, and medical / healthcare sectors; deepening relationships with key accounts; navigating the complex pre-qualification and vendor registration processes of Tier-1 Saudi clients; and ensuring the company’s workforce supply capabilities are positioned competitively in every sector it targets.
DUTIES AND RESPONSIBILITIES
1. Business Development Strategy & Market Growth
Own and execute the company’s commercial growth strategy across Saudi Arabia’s HR and manpower supply market:
•Design and implement a structured BD strategy targeting manpower supply opportunities across oil & gas, utilities, petrochemicals, mining, industrial, and medical / healthcare sectors throughout the Kingdom.
•Identify, map, and prioritize new business opportunities with Tier-1 clients across energy, utilities, industrial, and healthcare / medical segments — as well as their EPC contractors and sub-contractors.
•Lead the company’s vendor registration and pre-qualification efforts with target clients — preparing technical, financial, and compliance documentation required for Approved Vendor Lists (AVL).
•Develop sector-specific BD plans with defined targets, timelines, win strategies, and competitive positioning for each major client account.
•Monitor the Saudi market for upcoming manpower tenders, contract renewals, and mega-project announcements (Vision 2030 initiatives, healthcare transformation programs, energy and giga-project expansions, and new entrant opportunities).
2. Manpower Contract Tendering & Proposal Management
Lead the full tendering lifecycle for manpower supply contracts — from opportunity identification through to contract award:
•Review and analyse Requests for Proposals (RFPs) and Invitations to Tender (ITTs) issued by major clients for manpower supply, labor contracting, and HR outsourcing services.
•Coordinate with internal recruitment, HR operations, legal, and finance teams to develop technically compliant and commercially competitive bid submissions.
•Prepare detailed manpower proposals covering workforce mobilization plans, Saudization (Nitaqat) ratios, compensation structures, mobilization timelines, and Service Level Agreements (SLAs).
•Conduct commercial pricing analysis — balancing competitive day rates, overhead recovery, and margin targets — to ensure proposals are both winning and profitable.
•Lead client clarification meetings, technical presentations, and commercial negotiations through to contract finalization and award.
•Maintain a comprehensive bid register and win/loss analysis to continuously improve proposal quality, pricing strategy, and competitive positioning.
RequirementsEducational Background
•Bachelor’s Degree in Human Resources, Business Administration, Commerce, or a related field
•Master’s in Business Administration (MBA) or HR Management — Preferred.
Professional Experience
•Minimum 7 to 12 years of total professional experience in HR and manpower supply
•Must have direct, verifiable experience managing or growing manpower supply contracts with Tier-1 industrial, energy, utilities, or medical / healthcare clients.
•Early career experience (first 3–5 years) must demonstrate hands-on HR operations exposure such as: recruitment coordination and candidate mobilization; manpower contract administration and workforce onboarding; site HR coordination at client facilities.
•Later career (5–12 years) must demonstrate progressive commercial growth, including: account management and contract renewal responsibility; bid preparation and tendering for large manpower contracts; proven revenue generation — managing portfolios of SAR 5–50 million+; and team leadership of BD or recruitment staff.
•Prior employment with recognized global or regional HR / manpower companies such as NES or similar — strongly preferred and will be weighted heavily.
REQUIRED SKILLS
HR & Manpower Supply Knowledge
•Deep understanding manpower supply market — including contract structures, pricing models (lump-sum, unit rate, cost-plus), SLA frameworks, and workforce mobilization logistics.
•Familiarity with ICV (In-Country Value) program requirements as mandated by major national clients and Vision 2030-aligned programs.
•
Understanding of workforce categories and disciplines most in demand by oil & gas, utility, industrial, and medical / healthcare clients — including operators, maintenance technicians, HSE officers, supervisors, admin professionals, nurses, allied health, and clinical support staff.
•Awareness of healthcare-specific licensing where supplying clinical workforce is in scope.
Business Development & Commercial Skills
•Proven ability to win and grow large-scale manpower contracts — with a documented track record of revenue achievement against defined targets.
•Expert-level proposal writing, tender preparation, and commercial bid strategy for manpower supply RFPs.
•Strong negotiation skills — experienced in negotiating day rates, mobilization terms, , and SLA parameters.
•Financial literacy — able to model manpower contract P&Ls, estimate headcount costs, and assess margin impact of commercial decisions.
Interpersonal & Leadership Skills
•Bilingual fluency in Arabic and English.
•Strong executive presence and the ability to build trust with senior procurement, HR, and operations leaders at Tier-1 client organizations.
•Leadership ability to manage, develop, and motivate a BD and account management team.
•Cultural intelligence and a strong understanding of local business culture, relationship-building norms, and public-sector engagement protocols.
