HSE Engineer roles for Middle East projects

Focus on supporting the implementation of health, safety, and environmental systems across complex infrastructure and aviation developments. Candidates are responsible for site inspections, risk assessments, incident reporting, and ensuring compliance with HSE policies and regulatory standards. Responsibilities:

  • Prepare and implement the HSE management plan to support the health, safety, and environmental objectives of the company.
  • Manage, develop, evaluate, and lead the HSE team to execute the assigned tasks.
  • Develop, implement, and maintain HSE policies and procedures.
  • Monitor construction activities to ensure the required standards are met, including revisions of the SOPs.
  • Develop mechanisms to monitor and record violations related to HSE and ensure proper documentation.
  • Document the specific SOPs for projects to avoid injuries and ensure application of them in coordination with the concerned party.
  • Develop plans for conducting random health and safety checks on projects to ensure compliance with company health and safety policies and guidelines.
  • Report non-compliance with health and safety policies and guidelines to the management team along with recommended rectification actions.
  • Ensure training of employees on health and safety practices and regulations, thus ensuring compliance with the required quality, health, and safety standards.
  • Assess the effectiveness of the project's safety analysis or other project risk management methods in controlling high-risk activities.
  • Review and approve methods developed by the Safety Engineer to manage potentially hazardous conditions and practices in systems, equipment, facilities, or processes to be used in projects.
  • Review reports developed by the Safety Inspector indicating the results of all health and safety checks conducted on the project and provide recommendations for improvement or remedial actions as needed.
  • Review relevant health and safety reports including incidents that occurred, the site of the incidents, the recorded time of the incident, and approve the most appropriate course of action.
  • Ensure the adequate collection of health and safety statistics on a monthly basis and review relevant incident reports to develop remedial actions and thus minimize recurrences.
  • Investigate HSE incidents and injuries and submit reports clarifying the reasons and responsible individuals for them.
  • Assist in compliance reviews, general risk assessments, and other safety assessments to support Health, Safety, and Environmental management.
  • Participate in detailed incident investigations and root cause analysis.
  • Promote an incident prevention culture for the benefit of employees and visitors.
  • Inform themselves of the relevant Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures within the company and ensure continued compliance with these requirements while employed.
  • Perform other duties as assigned by the line manager or supervisor.

Qualifications:

  • Bachelor's degree in HSE, Engineering, Industrial Engineering, or any related field.
  • HSE, OSHA, IOSH, and NEBOSH certificates.
  • 10+ years of experience required; airport construction experience preferred.
  • Excellent report writing skills required with fluency in oral and written English.
  • ISO 14001 Lead auditor certification preferred.
