My client a leading international contractor has with a major construction project in Saudi Arabia is seeking an experienced Procurement & Subcontracts Manager to lead and take full ownership of procurement and subcontract management activities on site.
This is a critical leadership role responsible for driving procurement performance, strengthening supply chain engagement, and ensuring the timely and efficient delivery of all procurement and subcontract packages. The successful candidate will play a key role in safeguarding commercial interests, improving reporting accuracy, and supporting overall project delivery.
Key Responsibilities
Procurement Strategy & Execution
* Lead the development and implementation of procurement strategies aligned with project objectives
* Establish clear procurement plans, package prioritisation, and risk mitigation strategies
* Drive timely procurement of materials, services, and subcontract packages to meet project schedules
Subcontract Management
* Oversee the full subcontract lifecycle including tendering, evaluation, negotiation, award, and administration
* Ensure all subcontract packages are commercially sound and contractually compliant
* Monitor subcontractor performance and implement corrective actions where required
Supply Chain & Market Engagement
* Build and maintain strong relationships with suppliers and subcontractors within the Saudi market
* Lead proactive engagement and expediting activities to ensure timely delivery
* Identify and onboard capable vendors aligned with project requirements
Coordination & Project Integration
* Work closely with engineering, planning, construction, quality, and commercial teams to ensure alignment
* Resolve procurement-related challenges and prevent delays or rework
* Ensure procurement activities are fully integrated into overall project delivery plans
Reporting & Stakeholder Management
* Provide clear, accurate, and timely procurement reports to senior management
* Maintain procurement trackers and dashboards reflecting status, risks, and required actions
* Represent procurement matters in meetings with clients, consultants, and internal stakeholders
* Deliver concise updates and practical recommendations to support decision-making
Governance & Process Improvement
* Establish and enforce best practices in procurement and subcontract management
* Improve quality and consistency of procurement documentation and processes
* Ensure compliance with company policies, contractual requirements, and local regulations
Candidate Profile
* Bachelors Degree in Contracts Management or similar with a god knowledge of FIDIC
* Proven experience in procurement and subcontract management on major construction projects
* Strong experience within the Saudi Arabia market, including supplier and subcontractor networks
* Demonstrated ability to lead teams, drive decisions, and improve procurement performance
* Strong negotiation skills and sound commercial judgement
* Confident communicator with experience managing senior stakeholders and client interactions
* Leadership style that is composed, decisive, and solution-oriented
