Role Description This is a full-time on-site role for a Projects Manager – Earthworks & Asphalt Works, based in Dammam. The Projects Manager will oversee the planning, management, and successful execution of earthworks and asphalt-related projects. Responsibilities include project scheduling, resource allocation, inspection, expediting tasks, coordinating logistics to meet project timelines, and ensuring adherence to strict safety and quality standards. The role also involves active communication with cross-functional teams and stakeholders to ensure project objectives are met effectively.
Key Responsibilities1. Project Planning & Coordination Develop comprehensive project execution plans, including schedules, manpower plans, equipment allocation, and cost estimates. Review drawings, specifications, and contract documents to identify project requirements and constraints. Coordinate with clients, consultants, subcontractors, and internal teams to ensure smooth project mobilization and progress.2. Tendering, Estimation & Project Acquisition Lead the process of identifying, evaluating, and acquiring new projects. Prepare complete tender documents, including technical proposals, method statements, and compliance documents. Develop detailed BOQs, pricing schedules, and cost breakdowns for earthworks, roadworks, and asphalt works. Coordinate with suppliers and subcontractors to obtain competitive quotations and ensure accurate pricing. Participate in pre‑bid meetings, site visits, and negotiations with clients.3. Site Management & Execution Oversee daily site operations for earthworks, grading, sub‑base, base course, and asphalt paving activities. Ensure proper implementation of construction methodologies, compaction procedures, and asphalt laying techniques. Monitor productivity, equipment utilization, and material consumption to maintain efficiency and control costs.4. Quality Assurance & Compliance Ensure all work complies with project specifications, industry standards, and QA/QC procedures. Conduct site inspections and coordinate with QA/QC engineers for testing (FDT, compaction, asphalt cores, etc.). Resolve technical issues and implement corrective actions when required.5. Budget & Cost Control Prepare and monitor project budgets, cost forecasts, and cash flow. Review and approve subcontractor invoices, material procurement, and equipment rentals. Identify cost‑saving opportunities without compromising quality or safety.6. Health, Safety & Environment (HSE) Enforce strict adherence to HSE policies and ensure safe working conditions on all project sites. Conduct safety meetings, toolbox talks, and ensure risk assessments are implemented.7. Team Leadership & Management Lead project engineers, site engineers, supervisors, and foremen. Assign tasks, monitor performance, and provide technical guidance. Support training and development of junior staff.8. Reporting & Documentation Prepare weekly and monthly progress reports for management and clients. Track project milestones, variations, delays, and claims. Maintain accurate project documentation and records. Qualifications & Experience Bachelor’s degree in Civil Engineering (mandatory). Proven experience working in the Kingdom of Saudi Arabia (KSA) in earthworks, roadworks, and asphalt paving projects.8–15 years of experience in roads, highways, and infrastructure construction. Strong knowledge of construction standards (AASHTO, ASTM, MOT, Aramco standards, and Saudi Electricity Company). Demonstrated experience in tendering, BOQ preparation, and project pricing. Proficiency in project management tools (Primavera, MS Project). Strong leadership, communication, and problem‑solving skills.
