SUMMARY: Hard Services Manager is responsible for managing all aspects of hard services provision, including oversight of service partners, ensuring compliance with maintenance standards, and implementing asset management best practices. This role also supports the SME in conducting Asset Condition Surveys, including asset tagging and database management, to ensure the effective management of built assets. The Manager will lead initiatives to optimize asset performance, ensure compliance with statutory requirements, and drive operational excellence in alignment with the Royal Commission for AlUla’s (RCU) vision.
PRIMARY FUNCTIONS AND ESSENTIAL RESPONSIBILITIES:Provide advice to service partners on best practices for maintaining built assets. Design and implement policies and procedures to ensure assets are adequately maintained. Develop and oversee maintenance regimes to ensure plant and equipment remain fully functional. Identify critical plant and services, developing response and contingency plans for failure events. Ensure the integration of ISO 55001-2014 requirements at all levels of operations. Assist the SME in conducting Asset Condition Surveys, including pre-assessment planning, survey plans, and access plans. Oversee asset tagging using RFID, barcode, or QR code systems to ensure accurate identification and tracking. Develop and maintain an Asset Database and Registry, capturing all asset details, including location and condition. Conduct facility and asset assessments to support the Asset Management Plan. Manage and oversee the performance of Maintenance Service Partners, ensuring compliance with service delivery methodologies such as SFG20 and O&M standards. Ensure service partners deploy trained staff and conduct thorough competency assessments. Verify service partner invoices against KPIs and ensure adherence to budgets. Monitor service partner performance and support improvement initiatives instigated by the service delivery team. Ensure a full Planned Preventive Maintenance (PPM) regime is in place, introducing alternative approaches such as Condition-Based Maintenance (CBM) and Business-Focused Maintenance (BFM). Develop and maintain a Forward Maintenance Register and Lifecycle Plans, including sinking fund requirements. Manage and oversee minor projects and new works related to hard services. Identify and ensure compliance with statutory requirements, codes, and standards. Develop and implement robust systems to identify and manage risks associated with hard services operations. Ensure all activities are carried out safely and in compliance with RCU, city, and municipality regulations. Liaise with clients to coordinate shutdowns and ensure minimal disruption to operations. Attend client and internal meetings to provide updates on hard services performance and compliance. Develop and deliver reports on asset condition, maintenance activities, and service partner performance.
EDUCATION / CERTIFICATION / KNOWLEDGE:Bachelor’s degree in a related field or extensive industry experience with demonstrated capabilities. Knowledge of asset management principles, maintenance standards, and compliance frameworks. Demonstrated proficiency in the Microsoft Office environment including Word, Excel, Power Point, Project and Outlook.
EXPERIENCE:Minimum of 10 years of related experience in hard services management, facilities management, or asset management.
