Role Purpose:

The Senior Manager for the Wet Utilities Control Room is responsible for overseeing all real-time operations, monitoring, and performance management of potable water, wastewater, TSE chilled water 

Systems and solid waste. This role ensures operational reliability, regulatory compliance, emergency response preparedness, and optimal coordination between O&M field teams and centralized control room functions. The position is a key leadership role driving operational excellence, safety, and continuous improvement across the wet utilities network. 

Key Responsibilities 

Control Room Operations Leadership 

• Lead and manage the 24/7 control room team responsible for monitoring water production, distribution, wastewater collection, and treatment system performance. 

• Oversee SCADA system utilization, alarm management, operational setpoints, and critical infrastructure monitoring. 

• Develop and enforce operational protocols, incident response procedures, and shift handover standards. 

Operational Reliability & Compliance 

• Ensure all wet utility operations comply with environmental, health, and safety regulations. 

• Coordinate with operation and maintenance teams to maintain system reliability and respond to equipment or system failures. 

• Maintain oversight of system KPIs 

Emergency & Incident Management 

• Serve as the control room lead for utility-related emergencies, coordinating real-time decision-making and communication with stakeholders. 

• Develop and conduct emergency response drills and ensure staff preparedness. 

• Provide detailed incident analysis and drive corrective actions. 

Team Leadership & Development 

• Recruit, train, mentor, and develop control room operators and supervisors. 

• Conduct performance evaluations and implement professional development plans. 

• Foster a culture of safety, accountability, and continuous improvement. 

Continuous Improvement & Technology 

• Drive improvements in SCADA functionality, automation, data analytics, and control room workflows. 

• Collaborate with engineering, IT, and operations leadership to identify and implement technology upgrades. 

• Lead root-cause analyses, optimization initiatives, and operational innovations. 

Communication & Reporting 

• Provide daily, weekly, and monthly performance reports and system summaries to leadership. 

• Facilitate cross-functional coordination between operations, maintenance, engineering, and compliance teams. 

• Ensure clear communication during system outages, maintenance activities, and planned shutdowns. 

Qualifications & Education :

• Bachelor’s degree in Engineering, Operations Management, Environmental Science, Utilities Management, or related field (Master’s preferred). 

Experience :

• 8–12+ years of experience in water/wastewater or utilities operations, including at least 3–5 years in a control room or supervisory leadership role. 

• Proven experience with SCADA-based operations and large-scale utility networks. 

• Experience managing emergency operations and regulatory compliance. 

Skills & Competencies :

• Strong leadership and team management abilities. 

• Expert knowledge of wet utility systems (water distribution, wastewater collection, treatment systems). 

• High proficiency with SCADA systems, telemetry, and operational data platforms. 

• Excellent analytical, problem-solving, and decision-making skills.
