Substation - Technical Office

We are seeking a competent, experienced, and multi-disciplined Quantity Surveyor to join our team at JAL. The role involves managing all project costs related to electrical, mechanical, and civil engineering works, from initial BOQ calculations to final project figures. Your expertise will be vital in ensuring financial success by providing precise cost management, contract negotiations, and procurement solutions for AIS & GIS Substation projects.


Responsibilities:

  • Estimate and monitor project costs from the early design phase to project completion.
  • Ensure projects are delivered within the approved budget and timeline.
  • Collaborate closely with project managers, design engineers, estimation engineers, contractors, and consultants.
  • Prepare cost estimates, bills of quantities (BOQ), and tender documents for electrical, mechanical, and civil works.
  • Identify and resolve discrepancies between BOQ, drawings, and contract specifications.
  • Manage cost control measures, valuations, variations, claims, and feasibility studies.
  • Advise on risk management, cost-saving measures, and value engineering.
  • Monitor and report cost performance throughout the project lifecycle.
  • Assist in pre-bid queries and post-bid cost analysis.


Objectives of This Role:

  1. Prepare cost estimates, bills of quantities, and tender documents for AIS & GIS Substation projects.
  2. Manage project budgets and forecast costs for HV/MV/LV systems, SCADA/SAS, protection systems, HVAC, FPS, FM200, and civil works.
  3. Maintain accurate financial records for all project-related transactions.
  4. Collaborate to optimize project value while ensuring cost efficiency and quality standards.
  5. Manage claims, variations, and interim valuations on site.
  6. Calculate quantities for materials, labour, and equipment.


List of Tasks:

  1. Review client requirements and take off quantities from tender and approved shop drawings.
  2. Prepare BOQ for electrical, mechanical, and civil works.
  3. Identify and close gaps between BOQ, specifications, and contract documents.
  4. Monitor ongoing costs and identify cost-saving opportunities.
  5. Participate in pre-tendering activities and raise relevant pre-bid queries.
  6. Coordinate with the design team for accurate quantity verification.
  7. Prepare interim and final project valuations.
  8. Conduct feasibility studies and value engineering to ensure value for money.
  9. Collaborate with stakeholders to meet project goals.


Required Skills and Qualifications:

  1. Bachelor’s degree in Electrical Engineering, Construction Management, or a related field.
  2. Certifications in AutoCAD, Autodesk Revit, Navisworks, and BIM360 (optional).
  3. Strong knowledge of HVAC, FPS (Fire Protection Systems), and civil construction.
  4. Minimum 5+ years of experience in quantity surveying, especially in AIS/GIS Substation and MEPF projects.
  5. Expertise in cost estimation and management techniques.
  6. Proficiency in relevant quantity surveying tools/software and AutoCAD.
  7. Ability to multi-task and prioritize projects effectively.
  8. Sound knowledge of construction practices, regulations, and standards.


Preferred Skills and Qualifications:

  1. Professional certification/membership in quantity surveying or construction management.
  2. Experience with AIS & GIS Substation Projects.
  3. Hands-on experience with tools like Planswift, Bluebeam, ProEst, Autodesk Revit, or Navisworks (any two preferable).
  4. Strong knowledge of tender documentation and construction contracts.
  5. Attention to detail and ability to deliver high-quality results.
  6. Strong project management skills and the ability to work under pressure.
