ROLE OVERVIEW

The Procurement Lead will manage the procurement of low to high complexity project packages and supports the Procurement Manager and Procurement Director on the execution of the procurement for projects, working effectively with internal departments, external stakeholders, and other members of the Procurement team.

 

While carrying out procurement activities, the Procurement Lead provides commercial leadership in project teams, developing and executing creative strategies to ensure work is conducted with rigorous professional standards in full compliance with NEOM governance.

 

 

ROLE COMPETENCIES & ACTIVITIES

The Procurement Lead's responsibilities will include, but not be limited to:

 

Policies & Procedures

  • Manage the Procurement of packages following NEOM policies, procedures, and processes.
  • Follow procurement and contracting policy and procedures.
  • Assess governance documents and suggests improvements to contracting strategies.

 

Contracting Strategies & Tender Plans

  • Review End User Scopes and advises on the most appropriate tendering and contracting strategy.
  • Examine scope of work and other information provided by End Users and/or consultants for completeness and consistency.

 

Tender Management

  • Compile and prepare Tender Documents to be issued.
  • Prepare comprehensive ITT packages, including EOIs, Pre-Qualification requests, and responses.

 

Tender Period

  • Manage bidder communication, queries, and tender addendums during the tender process.

 

Tender Evaluation

  • Coordinate and attends technical and commercial bid openings.
  • Perform evaluation of commercial aspects of technical submissions and commercial bids.

 

Contract Formation

  • Prepare contract documents for signature and execution.
  • Issue Letters of Award and Regret as appropriate.

 

Contract Administration

  • Provide advice on contractual issues throughout the contract lifecycle.
  • Monitor supplier performance to ensure targets are met and identify opportunities to improve supply chain processes.

 

Documentation & Auditing

  • Ensure effective document records are retained and maintain robust audit and performance mechanisms.

 

Management & Leadership

  • Coach junior team members to develop actionable recommendations.
  • Identify opportunities for cost reduction and efficiency improvements.

EXPERIENCE & QUALIFICATIONS
Knowledge, Skills, and Experience

  • 5+ years of experience in procurement, with at least 2 years in project procurement leadership.
  • Strong written and verbal communication skills.
  • Advanced problem-solving and analytical interpretation skills.
  • Expert knowledge of procurement processes, FIDIC contracts, and supplier relationship management.
  • Proficient in ERP systems (SAP, ORACLE) and e-procurement tools (SAP ARIBA, COUPA).
  • Leadership and innovation in project procurement.
  • International and Middle East experience is advantageous.
  • Fluency in English; Arabic is advantageous but not essential.

 

Qualifications

  • Degree in Commerce, Construction, Engineering, or Quantity Surveying.
  • Procurement Qualification (e.g., CIPS) or a relevant Master’s degree.
