Role Overview
The
Incident Investigation Manager is responsible for engaging and managing relationships with key stakeholders across various sectors, including clients, partners, community groups, and internal teams. The role requires a strategic approach to communication and engagement, ensuring that stakeholders are informed, involved, and supportive of the organization’s initiatives. The
Incident Investigation Manager will work under senior leadership and support other NEOM Sectors or Business lines to align stakeholder expectations with the NEOM Corporate Safety goals. The
Incident Investigation Manager will be reporting to the a Corporate safety Director or Senior Manager.
Requirements Summary
- Proven experience in incident investigation and root cause analysis techniques (i.e. RCA, TapRoot®, fishbone, etc.
- Knowledge in root causes and causal factors identification.
- Expert in conflict resolution and able to perform sensitive interviews with witnesses.
- Experience in Emergency Response and incident management.
- Experience in NFPA/SBC legislation.
- Experience with generating SMART recommendations or corrective actions.
- Competent with the ability to identify corrective actions and produce plans to ensure accountability whilst focusing on results.
- HSQE experience in a Contractor role.
- Experience in developing H&S training programs, including the ability to conduct and facilitate training as required.
- Experience in preparing H&S reports and a track record of driving HSQE performance improvements.
- Excellent presentation skills and ability to communicate effectively with all Stakeholders.
ROLE COMPETENCIES & ACTIVITIES
The Incident Investigation Manager responsibilities will include, but not be limited to:
Planning Strategy, Implementation and Continuous Monitoring Improvement
- Support the Corporate Safety Incident investigation function
- Support the investigations of HSSE incidents, accidents, and near misses.
- Provide Technical SME advise level to the incident investigations
- generate and review incident investigation reports
- Monitor leading and lagging KPIs or strategies to prevent future occurrences and for improvement.
- Support corporate safety in other functions that include, but not limited to, emergency response, Safety Audits and inspections, developing and implementing safety policies and procedures, Contractor management and risk assessment.
- Supports the initiatives for continuous improvement in the incident prevention.
Safety Management System (SMS)
- Stay informed and knowledgeable about the NEOM SMS requirements and the best practices to identify and drive the safety culture improvement in NEOM
- Seek feedback from stakeholders to continuously improve the quality incident prevention and the engagement and safety communication within their organization.
- Review and identify SMS processes and procedures to identify areas of improvement
- Develop and deliver incident reporting and investigation along with the associated SMS standards training and awareness sessions to NEOM stakeholders.
Incident Investigation Management
- Provide regular H&S reports to senior management on stakeholder engagement status, risks, and opportunities associated with the Corporate Safety function.
- Coordinate stakeholder involvement in the Corporate Safety directives aimed at the NEOM safety culture improvement
- Track and monitor stakeholder engagement activities and their impact on incident investigation outcomes.
- Develop and issue S.M.A.R.T. corrective actions aimed to incident prevention and safety culture improvement.
Leadership
- Lead or support the NEOM incident investigation process
- Prepare and deliver presentations, reports, and other communication materials tailored to Corporate Safety communications to NEOM stakeholders.
- Engage with internal and external stakeholders during the incident investigation process and data collection.
- Communicate and interact with all levels within NEOM and external Parties in regard to the NEOM SMS requirements

Experience & Qualifications
Knowledge, Skills and Experience
- At least 8 years’ experience (with at least 3 years as HSQE Sr. Engineering level).
- Experience in incident investigation and root cause analysis techniques.
- Role Related Professional certifications and memberships in recognized Safety or engineering bodies.
- Ability to positively communicate and interact with all levels within NEOM and external Parties
- Knowledge of KSA HSQE legislation and international best practice with regards to heavy construction, including, but not limited to, mobile plant and equipment, work at height, excavations, confined spaces, temporary works and lifting operations.
- Experience in developing HSQE training programs, including the ability to conduct and facilitate training as required.
Qualifications
- Bs or Higher Educational Degree.
- Relevant HSQE Professional Memberships/Accreditation.
