ROLE OVERVIEW

The Senior Manager Electricity Regulation and Tariffs will embed and refine the regulatory framework, governance and processes for effective regulation of the NEOM electricity industry. This role is responsible for developing electricity industry insights to shape the economic regulation strategy, chart a course for compliance and enforcement and generate buy-in from stakeholders

ROLE COMPETENCIES & ACTIVITIES

The Senior Manager Electricity Regulation and Tariffs responsibilities will include, but not be limited to:

 

Electricity Regulation Strategy

  • Lead the review of regulatory reporting procedures and electricity tariff approval process as required by SERA regulations
  • Define the economic regulation strategy to guide the NEOM electricity industry through evolving growth phases
  • Probe and appraise electricity industry investment needs and prioritize industry initiatives
  • Conduct regulatory impact analysis and cost benefit studies

 

Market Entry Control

  • Provide leadership in articulating and implementing electricity industry market design and regulation issues as they relate to a monopoly utility setting and the potential for competition
  • Examine electricity industry market entry and exit matters including license issuance and exemptions, variations and service provider failures
  • Manage the preparation of briefing papers and recommendations for consideration by the Director in relation to negotiated access for market entry and exit matters

 

 

Industry Stakeholder Management

  • Create collaborative environment for dialogue and consensus during early engagement with external stakeholders
  • Build and sustain relationships with other NEOM Authority regulators to foster common approaches
  • Develop and lead stakeholder consultation and engagement processes
  • Implement and maintain the stakeholder management framework

 

 

Regulation Implementation

  • Propose, establish, review and modify regulations, other subordinate instruments and licensing, as required to ensure the efficient and effective operation of the regulatory structure
  • Develop and implement a compliance and enforcement framework to measure compliance with regulations
  • Implement the performance monitoring and reporting framework and establish information requirements
  • Adopt digital technologies to enable efficient processes and regulatory reporting
  • Manage alignment of regulatory efforts between service providers and the Energy Department

 

 

 

EXPERIENCE & QUALIFICATIONS

Knowledge, Skills and Experience

  • Minimum 15 years’ experience in economic and utility regulation
  • Experience in leadership roles or middle management roles
  • Familiar with design of pricing and tariff structures and regulatory finance
  • Subject matter expert in regulatory design and development
  • Experience in assessing complex information against legal requirements
  • Deep understanding of compliance and reform work in the electricity industry

Qualifications

  • Educated to degree level, master’s degree desirable
  • Willingness to be based at NEOM Base Camp in Saudi Arabia and ready to commit to playing a part in the Water and Energy Department and NEOM achieving their ambition
