Project Overview

In the south of NEOM, OXAGON is a settlement of remarkable ambition and significant importance for the future evolution and development of NEOM itself. OXAGON aspires to become the gateway for NEOM, a centre for innovation, advanced manufacturing, and logistics.

The port is to be a world-first: a state-of-the-art container terminal integrated with a logistics hub at its core while continuing to serve a variety of other commodities through its Multipurpose Terminal and bulk handling equipment. The port will have the highest safety management systems and equipment to optimize operational efficiency and level of service.

Role Purpose

To provide a central point of coordination for the department activities and resource allocation focusing on all those aspects that hold a team together and help guide the department to be successful. This role requires critical thinking to plan, synchronize, and execute department complex undertakings with a diverse set of individuals in different roles to deliver departmental objectives.

Key Accountabilities & Activities

  • Familiarize with the relevant Quality, Environmental, safety and Occupational Health Polices, manuals and Procedures within NEOM and ensure continued compliance with these requirements.
  • Develop and maintain departmental procedures, processes, and workflows.
  • Implement and maintain a document control system, establishing and updating document control database, Ensuring the documents are systematically managed, labeled, and stored – allowing for easy retrieval, version control, and maintenance of accurate records.
  • Collect and register departmental documentation.
  • Create and maintain comprehensive project documentation, plans, and reports.
  • Designing, implementing, and monitoring quality assurance processes. Develop, implement, and manage quality assurance processes.
  • Implement and manage department SLAs and KPIs. Ensure standards and requirements are met through conducting quality assurance tests.
  • Coordinate project management activities, resources, equipment, and information. Plan departmental resources collaborating with all team to manage their project activities.
  • Manage and allocate department resources and equipment.
  • Assign tasks to internal teams and assist with schedule management.
  • Project Lead responsibilities such as preparing action plans, resource planning, use of time management skills to help the team stay on track.
  • Coordinate department procurement activity and interface with procurement department and other stakeholders in the execution of the procurement strategy.
  • Produce and maintain action trackers for departmental activities and individual actions task lists.

Background, Skills & Qualifications

  • Knowledge, Skills, and Experience
  • +10 years of in project administration.
  • Detailed understanding of procurement and contract negotiations.
  • Proficiency in written and spoken English.
  • Being tactful with a high level of diplomacy be to enable successful interaction across a multicultural environment.
  • Pursuing continuous improvement.
  • Proven ability to work independently, sometimes remotely, as a NEOM representative while effectively contributing to cross-discipline teams.
  • The ability to work logically, consistently, and accurately while simultaneously handling multiple priority projects.
  • Familiarity with risk management and quality assurance control.
  • Strong working knowledge of Microsoft Project and Microsoft Planner.
  • Hands-on experience with project management tools (e.g. Basecamp or Trello).
  • Must be computer literate with MS Office (Word, Excel,) CMMS and MS Project.
  • Document controller experience.
  • Strong client-facing and teamwork skills.
  • An ability to prepare and interpret flowcharts, schedules, and step-by-step action plans.
  • Solid organizational skills, including multitasking and time-management.

Qualifications

  • BSc in Industrial, Civil Engineering, Architecture, Business Administration, or any related field.
  • Certification or qualification obtained from a relevant Project Management international organization.
  • Facilities Maintenance qualification is a plus.
  • Certification or qualification obtained from a relevant HSSE international organization will be an advantage.
  • Certification or qualification obtained from a relevant Quality Assurance/Quality Control international organization will be an advantage.
