Summary

 

 

 

Responsible for the overall planning and execution/construction projects under NEOM Operation (mid & Small).

Provides leadership of strategic projects planning and implementation the project development and execution servicing NEOM Operations Sector.

Provides oversight of program implementation including all activities, outputs, and outcomes related to project management and administration, including reporting, budget development and monitoring, financial transactions, execution of project plans, and project performance.

Develops and lead a team of Project Managers, and professionals to successfully deliver variety complex type of projects within a live dynamic NEOM community environment.

Ensure that all projects development and execution comply with Codes, Standards, Regulation, Guidelines, and Best Practices.

Direct the planning and implementing of Various Business and Contracts Plans. Control and direct Budgeting activities, Expenditure.

Monitor and control Contract administration (pre-Contract) and advise on all / any Contract Management matters.

Attain department’s Business Goals and KPIs.

Direct the Project Control activities including Minimization of Expenditures, Maximization of Productivity and Optimization of Costs,

Facilitate the implementation and reporting of KPIs for Performance Management.

 

 

 

Position description and responsibilities

 

 

 

  • Ensure Main Contract and Subcontracts are correctly administered, including agreement to the variations to the scope of work.
  • Oversees and directs the Development and Implement of Suitable Business Plans and Strategies, Procedures and Processes to Promote Attainment of the department and project Goals.
  • Provides strategic leadership and technical, operational, financial, and managerial leadership for successful implementation of project activities.
  • Work collaboratively with all departments within NEOM Operations to provide project development and execution support for fast-track projects.
  • Oversees and directs the Management of Budgets, Control and Optimize Cost and Productivity, Minimize Operations Expenses, Minimize Time and Improve Goods and Services.
  • Responsible for all capital and operational budgets and quality management / quality control for all projects executed by Public Works.
  • Support the Public Works Function and Ensure Alignment with the Business Strategy and Model of NEOM Operations.
  • Ensure Department is adequately Staffed with Suitable Resources (Personnel, Material, Equipment).
  • Oversees and direct the Management of Contracts, Interpretation and Advice on Appropriate Action, Develop Tender Documents, Manpower Supply Contracts, Insurance Agreements, and Subcontracts and Manage Variations, Claims and Warranties.
  • Ensure Compliance and Adherence to Laws, Regulations, Guidelines and Rules of NEOM’s and the Kingdom.
  • Oversees and direct the Functions of Project Management.
  • Achieve Client and Stakeholder Objectives.
  • Direct and oversee the preparation of Executive Level Reporting, Presentations, Project Controls, Schedule Management.
  • Oversees the selection and training of qualified program staff, assigning clear roles and responsibilities, providing effective supervision, and managing performance to ensure efficient operations.

  • Thorough Understanding, Development and Implementation of Diverse Business Processes, Procedures and Strategies.
  • Development of Business plans focusing on Optimization of costs, Maximization of Compliance with Procedures and Regulations
  • Project Control – covering Cost, Time and Budget Management, Minimization of Expenditures.
  • Project Management, Project Engineering, and Procurement.
  • Preparation of Executive Level Reporting and Related Presentations.
  • Improvement of Goods and Services.
  • Compliance with Business Ethics Policies.
  • Compliance with HSE Procedures and Guidelines.
  • Wide Experience in Infrastructure Projects covering Roads, Bridges, Master Plans, Hospitals, Hotels, Offices, Residential, Schools, Stadiums, Water supply networks, Sewer
  • Networks, Irrigation network, and power generation and distributions.

 

 

 

Qualifications

 

 

 

  • Bachelor’s and/or Master’s degree in engineering, Construction Project Management, Business Administration.
  • Minimum of 15 years of experience in Engineering, Contracts, Project Management, Construction Management, Engineering Management
  • Relevant experience on Civil, Infrastructure and Industrial Plants IN Kingdom and OUT of Kingdom.
  • Excellent Command (Spoken and Written) of the English languages.
  • Desired certification in international institute such as PMI, RICS, Chartered Institution of Building Services Engineers (CIBSE) or equivalent.
