JOB PURPOSE
To lead and manage the strategic sourcing efforts and Hardware & Telecom category strategy implementation in the procurement organization. To be responsible for supply market research, developing sourcing strategies, aligning with business owners, managing vendor selection, sourcing execution and contract drafting, while ensuring compliance with procurement frameworks
ROLES AND RESPONSIBILITIES
Hardware & Telecom Category Strategy Development and Implementation
- Look up the market trend analysis, identify new suppliers, provide input into category strategy.
- Mange, own, and drive the sourcing and category strategy, implementation roadmap and KPIs, savings tracking.
- Align with business owners on their respective sector plans and accordingly collect their corresponding supply chain requirements.
- Liaise with business owners on their future-forecasted demand plans and align them with the sourcing strategy.
- Support business owners with the adequate knowledge support on the category and the subsequent subcategories.
- Receive PR, review, approve, & select the most suitable sourcing route.
- Handle bid and performance bonds where required.
- Manage the development of sourcing strategies for the category and the subsequent categories (e.g., BOT, BOOT, partnerships, JVs, EPC, Turnkey, tenders, etc.).
- Manage the development of category-related sourcing events (RFP, RFQ, RFI (excluding budgetary RFIs), direct purchase, panel mini-competition) writing expertise and support business owners throughout the demand specification journey.
- Manage the end-to-end tendering process from tender design, negotiation, and execution.
- Own, drive, and lead the vendor selection process (incl. issuing RFPs and tender evaluation) and ensure the selection of the most qualified partner.
- Manage and maintain the development of framework agreements (in collaboration with Procurement Operations) and ready-to-use contract templates for eligible categories.
- Implement spend categorization as per framework and ensure compliance with the framework from stakeholders and business owners, analyze data and produce insights; produce category-related reporting.
- Provide procurement advisory to business owners and stakeholders on categories, benchmarks, suppliers, etc.
- Check the required type of contract and whether there is an existing one already covering the requested product/ service with the potential vendor Create a contract draft with each contracting party, scope of work, technical specifications, commercial agreement, payment terms, termination of contract, terms of confidentiality, as well as other relevant terms and legal clauses (in collaboration with Supply Chain Governance Manager and Legal Affairs).
- Obtain final review by Legal Affairs in case of deviation from templates and standard clauses.
- Obtain final approvals by awarding committee and signatures by relevant Tahakom parties, organize the vendors signature of the final contract document (postal or meeting), send physical contract to Contract Lifecycle Management team.
- Manage and maintain the preparation of supply contracts based on standard approved templates for contracts under 10m SAR, collect signatures, coordinate with Supply Chain Governance Manager for support in case any deviation is needed.
- Manage and maintain the issuing of purchase orders and its amendments.
- Handling selling process for disposed & scrap items.
- Support supplier management with supply market knowledge
Process Management
- Develop and oversee the implementation of the Hardware & Telecom Category department’s policies, procedures, and controls covering all aspects so that all relevant procedural/legislative requirements are fulfilled while delivering high-quality and cost-effective results.
- Lead and direct the management of changes through continuous improvement of the Hardware & Telecom Category department’s systems, processes, and practices considering leading practices, changes in international standards, and changes in the business environment which demand proactive action plans.
- Monitor day-to-day activities to ensure compliance with stipulated policies and procedures.
- Oversee the development and implementation of Service Level Agreements (SLAs) with other functions, if needed.
People Management
- Help instill a culture of development, guidance, and performance within Hardware & Telecom Category department.
- Guide, mentor, and develop the Hardware & Telecom Category department team to take on larger and more complex responsibilities.
- Identify and recruit key talent for Hardware & Telecom Category department.
- Provide clear top-down communication to employees and bottom-up feedback to the top management.
- Set performance objectives, provide the necessary support, evaluate/appraise direct reports, and provide regular feedback on performance.
- Establish a high-performance working environment
Planning and Strategy
- Design and implement the Hardware & Telecom Category department’s strategy and roadmap in alignment with the Digitization Supply Chain Division’s strategy.
- Establish the Hardware & Telecom Category directorate’s plans and provide input to the division’s goals that support its overall strategic plans.
- Collaborate with managers in other divisions to identify required initiatives to meet future business demands.
- Manage and drive the achievement of the Hardware & Telecom Category department strategy, objectives, and KPIs within the accountabilities of the Digitization Supply Chain Division.
- Prepare and present regular reports on the Hardware & Telecom Category department progress and outputs to be shared with relevant stakeholders in line with reporting requirements.
Budget Management
- Manage Hardware & Telecom Category department budgeting cycle and provide input to the overall budgeting process.
- Manage the Hardware & Telecom Category department effectively within budget, and report accurately on progress made and challenges encountered.
- Formulate initiatives that result in a positive financial impact for Hardware & Telecom Category department and mitigate financial and operational risks.
Skills
JOB QUALIFICATIONS AND REQUIREMENTS
Knowledge & Experience 6 years and above of relevant experience with at least 2 years of experience in supervisory position.
Education & Certifications Bachelor’s degree is required
