Job Overview The Lead Cost Estimation Engineer is responsible for preparing, reviewing, and validating accurate project cost estimates for EPC oil and gas projects, ensuring alignment with contract requirements, project scope, execution strategies, and applicable client standards, including Saudi Aramco requirements. The role supports project feasibility, budgeting, bidding, and cost control activities throughout the project lifecycle. Roles & Responsibilities· Develop and prepare detailed cost estimates for EPC oil and gas projects, including CAPEX and OPEX components.· Perform quantity take-offs and cost build-ups based on engineering deliverables, specifications, and project scope.· Prepare conceptual, FEED, budgetary, and definitive estimates in accordance with project phase requirements.· Ensure estimates comply with contract conditions, Saudi Aramco standards, company procedures, and international best practices.· Analyze vendor quotations, subcontractor bids, and market data to validate pricing and cost assumptions.· Support bid and proposal activities, including preparation of cost summaries, pricing models, and commercial inputs.· Coordinate with engineering, procurement, construction, planning, and project controls teams to ensure estimate accuracy and completeness.· Develop and maintain project cost breakdown structures (CBS), work breakdown structures (WBS), and estimation databases.· Identify cost risks, uncertainties, and escalation factors, and support contingency development and risk analysis.· Participate in value engineering, cost optimization, and constructability reviews.· Support change management by evaluating cost impacts of scope changes, variations, and claims.· Assist in benchmarking, historical data analysis, and lessons-learned development for future estimates.· Support audits, internal reviews, and client cost reviews as required.· Ensure proper documentation, assumptions, exclusions, and basis of estimate (BOE) are clearly defined and maintained. Qualifications & Requirements Education Bachelor’s degree in engineering (Mechanical, Electrical, Civil, Industrial, or related discipline).
Experience· Minimum 7 – 10 years of experience in cost estimation for EPC oil and gas projects.· Preferred experience working on Saudi Aramco projects.· Strong experience in onshore oil & gas facilities, process plants, and infrastructure projects.· Proven experience in preparing estimates for FEED, EPC, and lump-sum turnkey projects.· Familiarity with international estimating standards, cost databases, and industry benchmarks.· Experience supporting bidding, project controls, and cost management functions. Skills & Competencies:· Strong analytical and numerical skills with high attention to detail.· In-depth understanding of EPC project execution, cost drivers, and estimating methodologies.· Excellent coordination and communication skills across multidisciplinary teams.· Strong commercial awareness and understanding of contract and pricing strategies.· Proficient in cost estimating tools, spreadsheets, and project control systems (e.g., SAP, Primavera, Eco Sys, Cleopatra).· Ability to work under tight deadlines and manage multiple estimates simultaneously.· Strong documentation, reporting, and presentation skills.· High awareness of cost risk management, value engineering, and cost optimization principles.
