Job description
Planning and Pricing Engineer is responsible for schedule development and control, progress measurement, delay analysis and EOT support, as well as preparing and evaluating project cost estimates and bid pricing. The role combines technical planning duties with commercial pricing responsibilities to ensure projects are delivered on time and within budget while protecting contractual entitlements.
Key Duties and Responsibilities
- Schedule Development and Control: Create baselines, revised and recovery schedules using Primavera P6 and MS Project; prepare 2-4 week look-ahead plans and S-curves.
- Progress Updating and Tracking: Collect site progress, update activity status, produce daily, weekly and monthly reports and KPI dashboards.
- Performance and EVM Analysis: Conduct Earned Value Management, forecasting and variance analysis.
- Delay Analysis and Claims Support: Perform time-impact, windows and as-planned vs-as-built analyses; prepare and support EOT and prolongation claims.
- Resource and Cost Loading: Produce resource- and cost-loaded schedules and manpower/material histograms; integrate cost-loaded schedules with pricing estimates.
- Operational and Risk Planning: Identify critical path, sequence works, perform resource leveling, and develop recovery and schedule risk mitigation plans.
- Estimating and Pricing: Prepare preliminary and detailed cost estimates; develop bid prices and commercial proposals; maintain pricing models and rate libraries.
- Bid Evaluation and Commercial Risk Analysis: Review BOQs, analyze unit rates, assess commercial and financial risks in bids, and recommend contingency allowances.
- Contract Support and Change Pricing: Prepare price justifications, cost analyses for change orders, and support contracts and procurement during negotiations.
- Planning-Pricing Integration: Ensure consistency between cost-loaded schedules and price estimates; update cost forecasts based on progress and variations.
- Subcontractor Program Review: Review and integrate subcontractor schedules and pricing assumptions into the master plan.
- Stakeholder Coordination and Mentoring: Liaise with project managers, commercial teams, procurement, site engineers and clients; mentor junior planners and estimators.
Skills
Education: Bachelor’s degree in Civil Engineering, Construction Management or equivalent.
Experience: Junior 3-5 years; Senior 10+ years with proven planning and pricing experience.
Technical Skills: Advanced Primavera P6, MS Project, Excel; experience in EVM, estimating, pricing models and bid analysis.
Preferred Certifications: PMP and/or PMI-SP and/or cost estimating certifications.
Soft Skills: Strong analytical and commercial acumen, attention to detail, effective communication, negotiation and stakeholder management.
Languages: Practical English proficiency; Arabic advantageous.
