Roles & Responsibilities
Acting as the Client/PMC representative for all QHSE matters, ensuring Contractor and Supervision Consultant compliance with contract requirements, Saudi regulations, and international standards. Establishing, implementing, and monitoring the Project QHSE Management Framework aligned with ISO 9001, ISO 14001, and ISO 45001. Reviewing, auditing, and approving the Contractor s QHSE plans, method statements, risk assessments (HIRA/JSA), ITPs, and environmental management plans. Leading QHSE governance and assurance activities, including structured audits, compliance reviews, and performance assessments across all project stakeholders. Ensuring adherence to Saudi regulatory authorities such as the Saudi Ministry of Human Resources and Social Development and Saudi Civil Defense requirements. Overseeing implementation of Permit-to-Work (PTW) systems, high-risk activity controls (lifting, confined space, hot works), and life-saving rules across site operations. Leading and monitoring incident/accident investigations, ensuring robust root cause analysis (RCA) and closure of corrective and preventive actions (CAPA). Developing and maintaining project risk registers, ensuring all QHSE risks are identified, assessed, mitigated, and reported to senior stakeholders. Monitoring and analyzing QHSE KPIs (TRIR, LTIFR, near misses, NCRs, audit findings), providing executive-level dashboards and reports to Client/PMC leadership. Ensuring quality assurance and control compliance, including verification of inspections, testing regimes, material approvals, and adherence to approved ITPs. Interfacing with Contractors, Supervision Consultants, and authorities to ensure coordinated implementation of QHSE requirements across all project packages. Leading QHSE meetings, workshops, and safety campaigns, driving a strong safety culture and continuous improvement across the project. Overseeing environmental compliance, including waste management, sustainability practices, pollution control, and alignment with Saudi Vision 2030 environmental objectives. Ensuring all QHSE documentation, records, and reporting systems are properly maintained, traceable, and audit-ready. Providing strategic advisory to the Client/PMC on QHSE risks, contractual exposures, and performance improvement initiatives. Supporting contractual enforcement, including issuance of NCRs, safety violations, and recommendations for penalties or corrective actions where required.
Desired Candidate Profile
- A minimum of 15 years work experience partnered with a Bachelor Degree in any relevant field.
- Professional certification ASQ CMQ/OE, Lead Auditor in QMS, FMS, OHS, EMS, RMS and BCMS as well as ESG & Sustainable certification is desired.
- NEBOSH Diploma, NEBOSH IGC, OSH Professional, NFPA 101, 70E and other known international certifications in Health, safety and environment is a must.
- Able to lead the team in creating standardize structure of the policies and procedures and should be highly versed in local and international standards including legal requirements.
- Bilingual communication skills in English and Arabic are preferred.

- Proven experience in mid-rise buildings/ hotels
