The Senior Stakeholder Engineer coordinates between design and supervision teams and local authorities. He reviews design deliverables with local authorities and seeks necessary approvals and permits in a timely manner. He is the key conduit of authorities’ comments and requests for design changes to relevant project teams to ensure the incorporation of requested changes. He shall stay abreast of all changes in local engineering / construction-related regulations and codes and ensure that all changes are communicated to relevant stakeholders in a timely manner. Develop and maintain close relationships with relevant local authorities (e.g. roads, utilities, planning, etc.) Manage the collection and maintenance of an updated archive of relevant local regulations and codes related to construction / engineering Support design teams in obtaining permits from authorities, as required Ensure that all necessary approvals and permits are obtained in a timely manner to ensure client satisfaction Seek market intelligence of upcoming projects within authorities and share knowledge with the Manager and Stakeholder Management Clarify authorities’ requirements to design teams Ensure completeness of all documents prior to submission for authorities’ approval Conduct design reviews with authorities for designs of high complexity, and ensure adherence of design deliverables with authority requirements at each stage of the design Relay authorities’ comments on designs of high complexity to design teams / design support teams and ensure the incorporation of comments in subsequent submittals Advise design teams on how to best incorporate authorities’ comments and requirements Submit and discuss design deliverables of high complexity with relevant authorities to obtain No Objection Certificates (NOC) and approvals for commencement of the construction phase Resolve critical discrepancies and issues with authorities, and escalate issues as needed Submit and discuss design changes during the construction phase with relevant authorities to obtain necessary approvals in coordination with respective Supervision Project Managers, Project Managers and design support teams Support Stakeholder Engineers on coordinating authorities requirements for non-complex designs, as needed

Bachelor’s Degree in Engineering Overall 10+ years of local regulations and codes related to construction / engineering. Knowledge of local authorities Ability to work effectively in a team environment Proficiency in both spoken and written English is essential Good communication skills, presentation skills & interpersonal skills Proficiency in local authorities and design deliverables are essential for fulfilling this role.
