Job Description
We're looking for an experienced and detail-oriented Senior Civil Engineer to join our dynamic team in Makkah, Saudi Arabia. In this pivotal role, you will support the Resident Engineer in overseeing and managing complex civil infrastructure projects within large-scale urban master plan developments, ensuring all activities are executed with precision, innovation, and full compliance with contract requirements, approved specifications, and local Saudi standards. Drawing on your proven track record with high-rise construction and integrated urban development projects, you will bring your analytical expertise, collaborative spirit, and commitment to excellence to drive project success while maintaining the highest standards of quality, safety, and schedule performance across multi-phase urban environments.
- Develop, implement, and oversee comprehensive QA/QC procedures and inspection protocols applicable to assigned civil works within large-scale urban master plan contexts, including preparation of inspection and test plans (ITPs) and method statements tailored to high-rise and complex infrastructure systems
- Conduct thorough site inspections and quality verifications for all construction activities across high-rise structures and integrated urban development phases, ensuring strict adherence to approved drawings, specifications, and established quality standards
- Monitor and evaluate inspector performance, providing constructive feedback and support to ensure effective supervision and accurate documentation of all site activities within multi-phase urban project environments
- Prepare and submit detailed progress reports for assigned works to the Resident Engineer and Project Manager, maintaining transparent communication and organized record-keeping specific to large-scale urban master plan execution
- Review, verify, and coordinate the preparation of as-built documentation and updated records to ensure accuracy and completeness for project closeout across complex urban development phases
- Verify and coordinate all assigned services, including civil, structural, and MEP interfaces across high-rise structures and integrated urban systems, fostering collaborative relationships across multidisciplinary teams
- Liaise with the Head Office design team regarding material submittals, design queries, and technical clarifications for urban master plan components, demonstrating innovative problem-solving approaches for complex integrated projects
- Oversee construction activities for assigned civil structures and systems within the urban master plan framework, ensuring compliance with approved methodologies, sequencing, and multi-phase coordination requirements
- Enforce strict adherence to Health, Safety, and Environment (HSE) standards and safe work procedures across all site operations in high-density urban environments, promoting a culture of safety and resilience
- Support the Resident Engineer in identifying and resolving technical site issues specific to large-scale urban development, providing strategic input for potential design modifications and value engineering opportunities that align with master plan objectives
- Review and provide constructive comments on contractors' technical submittals, shop drawings, and method statements for high-rise and urban infrastructure components, ensuring alignment with project requirements and master plan integration
- Ensure all works comply with Saudi local authority requirements and applicable industry standards for urban development and high-rise construction
- Assist in evaluating contractors' progress claims, variation proposals, and change requests with analytical rigor and transparency, considering impacts on large-scale urban master plan schedules and phasing
- Maintain close coordination with the supervision team and stakeholders across the urban master plan development, demonstrating commitment to achieving quality, safety, and progress objectives consistently across all project phases
Qualifications
**Required Qualifications:**
- Bachelor's Degree in Civil Engineering from an accredited institution
- Minimum 10 years of progressive experience as a Civil Engineer, with proven track record on large-scale urban master plan projects and high-rise construction
- Professional Engineering License (PE/PEng) or equivalent professional registration
- Demonstrated expertise in construction management, supervision, and QA/QC procedures on complex, large-scale urban development and infrastructure projects
- Proven experience managing high-rise building construction, including structural systems, vertical coordination, and multi-phase urban development
- Strong knowledge of quality assurance and quality control protocols, inspection methodologies, and technical documentation specific to urban master plan execution
- Demonstrated ability to coordinate multidisciplinary teams across complex civil, structural, and MEP interfaces on large-scale projects
- Proficiency in reviewing technical submittals, drawings, and specifications with attention to detail and analytical rigor
- Solid understanding of HSE standards, safety compliance, and site safety management in high-density urban environments
- Excellent communication and stakeholder management skills, with ability to work collaboratively across diverse teams and local authorities
- Proficiency with civil engineering software and project management tools
**Preferred Qualifications:**
- Project Management Professional (PMP) or equivalent project management certification
- Health, Safety, and Environment (HSE) certification or NEBOSH qualification
- Specialized experience with mixed-use urban developments, integrated master plans, or large-scale infrastructure within urban contexts
- Experience with underground construction, trenchless technology, or specialized civil infrastructure projects
- Knowledge of value engineering and design optimization techniques for complex urban projects
- Experience with Saudi local authority standards and regulatory requirements for urban development
- Demonstrated experience in vendor and contractor management on multiple concurrent projects
- Background in budget and cost management for large-scale construction projects
- Experience with Building Information Modeling (BIM) or advanced CAD applications for urban master planning
