Job Description

We are seeking a detail-oriented and analytical Senior Specialist - Project Controls to join our organization in Makkah, Saudi Arabia. In this role, you will leverage your 10+ years of engineering and project controls expertise to oversee comprehensive project controls functions, ensuring projects remain on schedule and within budget while maintaining the highest standards of accuracy and compliance. You will work collaboratively with project teams, stakeholders, and senior management to deliver advanced project performance analysis, strategic dashboards, and actionable recommendations.


  • Design, develop, and maintain sophisticated project control systems, processes, and procedures aligned with organizational standards and industry best practices
  • Create and manage executive-level dashboards and comprehensive reporting systems that provide real-time visibility into project performance metrics, including schedule variance, cost variance, and earned value management (EVM) indicators
  • Monitor and analyze project performance data, translating complex metrics into clear visualizations and insights for stakeholder decision-making
  • Prepare comprehensive project status reports, forecasts, and performance dashboards for executive leadership and stakeholders, utilizing advanced data visualization techniques
  • Manage project budgets, track expenditures, and identify cost-saving opportunities while maintaining robust financial controls and audit trails
  • Conduct detailed schedule analysis, identify critical path activities, and recommend mitigation strategies for schedule risks
  • Perform risk assessment and analysis to support proactive project management and strategic decision-making
  • Collaborate with project managers, finance teams, and operational departments to ensure accurate data collection, validation, and reporting integrity
  • Mentor and provide guidance to junior project controls staff, fostering team development and knowledge transfer initiatives
  • Ensure compliance with company policies, contractual requirements, and regulatory standards
  • Utilize advanced project management software and business intelligence tools to automate reporting, enhance data accuracy, and drive operational efficiency
  • Identify process improvements and implement innovative solutions to enhance project controls effectiveness and reporting capabilities

Qualifications

**Required Qualifications:**


  • Bachelor's degree in Engineering or related technical field
  • Minimum 10 years of professional experience in project controls, project management, or related field
  • Demonstrated expertise in budget management, cost control, and financial analysis
  • Strong proficiency in schedule management, planning, and critical path analysis
  • Advanced knowledge of Earned Value Management (EVM) principles and applications
  • Proven expertise in developing and maintaining project dashboards and comprehensive reporting systems
  • Advanced Excel skills with ability to create complex models, data visualizations, and automated reports
  • Proficiency with project management software (Microsoft Project, Primavera P6, or equivalent)
  • Strong analytical and problem-solving capabilities with attention to detail
  • Excellent written and verbal communication skills with ability to present to senior stakeholders
  • Experience managing large-scale, complex projects with multiple work streams
  • Proven ability to work independently and lead cross-functional teams

**Preferred Qualifications:**


  • Project Management Professional (PMP) certification or equivalent credential
  • Experience in construction, engineering, or infrastructure projects
  • Familiarity with SAP, Oracle, or similar enterprise resource planning (ERP) systems
  • Advanced experience with data visualization and business intelligence tools (Tableau, Power BI, or similar)
  • Prior experience working on projects in the Middle East region
  • Experience in mentoring and developing project controls professionals
  • Knowledge of risk management frameworks and methodologies
  • Familiarity with contract management and procurement processes
