1.PPP Opportunity Origination & Pipeline Management

Identify, track and screen PPP opportunities across the Middle East; develop and maintain a qualified project pipeline, including initial market soundings, project positioning, and go/no-go recommendations.

2.PPP Structuring & Pre-Feasibility Assessment

Lead preliminary structuring and evaluation of PPP projects, including project delivery model selection, risk allocation principles, commercial approach, and high-level financial viability assessment.

3.Bid Leadership & End-to-End Transaction Execution

Manage the full PPP bid lifecycle, including coordination with headquarters to appoint external advisors, planning and executing due diligence, preparing bid strategy, overseeing bid documentation (technical/commercial), and ensuring timely and compliant submission.

4.Partnering, Consortium Development & Negotiations

Develop and manage consortium arrangements and partnerships (equity investors, EPC contractors, O&M operators, financing institutions and advisors); lead negotiations with partners and key stakeholders, and support contract negotiations post-award.

5.EPC+F (Engineering, Procurement & Construction + Financing) Development

Originate and develop EPC+F opportunities in the Middle East, coordinating with internal commercial/engineering teams and financing partners to structure bankable proposals and competitive financing solutions.

Skills

1.Education: Bachelor's degree or above in Finance, Economics, Engineering Management

2.Deep understanding of project financing, bidding procedures, and project management methodologies.

3.Language Skills:Fluent in English;Proficiency in Arabic is a strong advantage

4.Experience: Minimum 10 years of progressive experience in investment analysis, project development, or infrastructure finance, Having investment development experience in areas such as highways, rail transit, buildings, ports, water treatment, power plant, etc;
