Role Purpose To lead and oversee all project control activities for construction projects in Madinah City, ensuring effective planning, scheduling, cost control, progress monitoring, and reporting.
The role supports the successful delivery of projects in accordance with approved budgets, timelines, quality standards, and contractual requirements while safeguarding Income’s commercial and strategic interests.
Key Responsibilities 1.
Project Controls & Performance Management Establish and manage comprehensive project control systems covering planning, scheduling, cost control, progress measurement, and reporting aligned with Income’s strategic and commercial objectives.
Develop, review, and maintain detailed construction schedules and integrated master programs using Primavera P6 (or equivalent), ensuring alignment with execution strategy and contractual obligations.
Monitor construction progress against approved schedules and budgets; identify deviations and recommend corrective/recovery actions.
Prepare and manage project budgets, cost baselines, cash flow forecasts, and cost reports to protect financial exposure.
Implement Earned Value Management (EVM) techniques to assess performance, forecast outcomes, and provide early risk warnings.
Define and maintain accurate progress measurement systems across engineering, procurement, and construction phases to support reporting and entitlement.
2. Risk, Change & Claims Support Identify, assess, and manage project risks and opportunities; develop mitigation and contingency plans.
Review and assess variations, claims, and change orders from project controls and contractual perspectives.
Support delay analysis and claims preparation in accordance with contract requirements (FIDIC or equivalent).
Protect Income’s and its partners’ contractual and commercial positions through robust substantiation and analysis.
3. Bridging, Reporting & Stakeholder Coordination Act as a bridge between site teams, consultants, clients, and commercial stakeholders to ensure credible and aligned reporting.
Prepare and submit weekly and monthly project control reports, dashboards, and executive presentations.
Coordinate with construction, engineering, procurement, commercial, and finance teams to ensure data integrity and transparency.
Proactively remove approval, information, and reporting bottlenecks affecting cash flow or financial performance.
4. Compliance & Team Leadership Ensure compliance with Income’s internal procedures, contractual obligations, and applicable Saudi regulations.
Lead, mentor, and develop the project controls team to enhance technical capability and commercial awareness.
Promote best practices in planning, cost control, risk management, and reporting standards.
Educational Qualifications Bachelor’s degree in Engineering (Civil preferred; Mechanical or Electrical acceptable).
Professional certifications such as PMP, PSP, or equivalent are an advantage.
Experience Minimum 15 years of experience in project controls within the construction sector.
Proven experience managing project control functions for large-scale building or infrastructure projects.
Strong exposure to construction planning, cost control, and site execution environments.
Demonstrated experience in delay analysis, claims, and change management.
Technical Skills Advanced proficiency in Primavera P6.
Strong knowledge of construction cost control, budgeting, and forecasting.
Excellent command of Earned Value Management (EVM) techniques.
Advanced Microsoft Excel and reporting capabilities.
Solid understanding of construction contracts (preferably FIDIC-based).
