Job Description

The HSE Director will be responsible for overseeing the Health, Safety, and Environmental (HSE) strategy and management across a large-scale programme in remote location. The role involves leading and coordinating safety practices, ensuring compliance with regulatory standards, and fostering a safety-first culture throughout all phases of the project. The ideal candidate will have deep experience in HSE leadership within the construction or infrastructure sectors and will demonstrate the ability to manage multi-disciplinary teams and work with.


Key responsibilities  


  • Lead the development and implementation of HSE policies, procedures, and strategies in line with Saudi regulatory requirements and Turner & Townsend standards. 


  • Oversee and ensure compliance with all applicable HSE regulations and industry best practices across the PMC contract. 


  • Provide strategic direction and leadership to the HSE teams working on the project, ensuring alignment with project objectives and organizational values. 


  • Conduct regular audits, risk assessments, and inspections to proactively manage safety performance and identify potential hazards. 


  • Coordinate with project managers, contractors, and other stakeholders to foster a collaborative approach to HSE management. 


  • Develop and implement emergency response and incident management protocols. 


  • Lead investigations into incidents, near-misses, and accidents, ensuring root cause analysis is conducted, and corrective actions are implemented. 


  • Provide HSE training and awareness programs for staff, contractors, and other stakeholders involved in the project. 


  • Monitor and report on HSE performance to senior leadership and clients, recommending improvements where necessary. 


  • Liaise with government agencies, clients, and stakeholders to ensure project compliance with local HSE laws and regulations. 


  • Manage the project’s environmental sustainability efforts, ensuring that environmental impacts are minimized, and sustainability goals are achieved. 


Skills and behaviours required 


  • Qualifications in Health & Safety implementation with a minimum of 15-20 years’ experience. 


  • Good Communication Skills 


  • Good Written skills 


  • Industry specific technical understanding 



Qualifications
  • A proven track record within the same / similar position 


  • 15+ years of experience in HSE management, with at least 5 years in a leadership position within a major construction or real estate project. 


  • Professional HSE certifications such as NEBOSH, IOSH, OSHA or equivalent. 


  • Strong knowledge of Saudi Arabian safety regulations and standards. 


  • Experience managing large teams and working on multi-billion dollar PMC contracts. 


  • Proven track record of implementing HSE strategies in a complex, high-stakes environment. 


  • Excellent communication, leadership, and decision-making skills. 


  • Ability to manage multiple stakeholders and work within a multicultural environment.
