Job DescriptionOverview
The role will be part of a supervisory organization responsible to oversee and assure Operations & Maintenance (O&M) Contractors responsible for the full operation and maintenance of a large, multi-line metro rail network in the middle east. Our responsibility will be to provide independent operational, technical, commercial, and performance oversight, ensuring regulatory compliance, value for money, and continuous improvement throughout the operations phase.
Your role
- Oversees all operational aspects of metro service delivery across all operating lines, ensuring safe, reliable, and customer‑focused operations.
- Manages and coordinates the activities of the O&M Contractors, ensuring compliance with contractual requirements, operational rules, and service standards.
- Reviews and approves operational procedures, timetables, fleet deployment strategies, station operating plans, and staffing models.
- Monitors operational performance, incident trends, and service disruptions, leading root‑cause analysis and driving continuous improvement initiatives.
- Ensures compliance with safety, security, and regulatory requirements, including implementation of the Safety Management System and operational rule books.
- Leads operational audits, inspections, and readiness reviews, reporting findings, risks, and recommendations to the client.
- Develops, reviews, and assures contingency, degraded‑mode, and emergency response plans, including coordination with public safety and emergency services.
- Oversees OCC and control‑room operations, ensuring effective management of incidents, degraded operations, and system integration.
- Liaises with external stakeholders and third parties to resolve operational issues, coordinate planned works, and optimize day‑to‑day service delivery.
About you
- Bachelor’s degree in Engineering, Transport, Operations Management, or a related discipline.
- Minimum 15 years’ experience in senior metro or railway operations roles, including multi‑line networks and OCC environments.
- Proven experience in safety‑critical operations, major incident management, and performance‑based operating contracts.
