We are seeking an accomplished Project Director with over 20 years of proven experience in leading large-scale infrastructure projects — specifically roads, bridges, tunnels, and related transportation networks. The Project Director will provide strategic leadership, client representation, and overall accountability for project delivery, ensuring compliance with quality, cost, schedule, contractual and safety objectives while advancing Dar Al Riyadh’s reputation for excellence.


Responsibilities:




  • Lead and manage the complete project lifecycle from planning, design, tendering, procurement, construction supervision, to handover, for roads, bridges and tunnel programs under PM/CM contracts.

  • Provide executive leadership and strategic direction to multidisciplinary teams including engineering, planning, cost control, contracts, risk, HSE, and quality.

  • Serve as the principal point of contact for clients, stakeholders, government authorities, contractors, and sub-consultants.

  • Ensure project objectives are achieved in line with contractual requirements, budgets, and timelines.

  • Review, approve, and monitor project plans, schedules, financial performance, cost forecasts, and risk registers.

  • Implement robust project controls processes and PM methodologies (e.g., FIDIC, NEC, or other internationally recognized contract frameworks).

  • Lead value engineering, constructability reviews, and change management strategies to optimize project outcomes.

  • Develop and mentor senior project managers and project teams, fostering collaboration, accountability, safety culture, and high performance across disciplines.

  • Facilitate high-level coordination meetings with clients, contractors, public authorities, and internal leadership.

  • Ensure effective communication, reporting, and stakeholder engagement throughout the project.

  • Ensure compliance with industry standards, statutory regulations, environmental, quality assurance (QA/QC), and health, safety & environment (HSE) guidelines.

  • Champion quality and safety practices throughout the project execution and supervision phases.

  • Oversee commercial aspects including contract administration, claims management, dispute resolution, and payment certifications.

  • Lead project risk assessments and mitigation strategies, including escalation to executive leadership as required. 


Minimum Requirements:




  • Bachelor’s degree in Civil Engineering, Infrastructure Engineering, or related discipline.

  • A master’s degree or MBA is preferred.

  • Professional certifications such as PMP, PgMP, RMP, or equivalent is advantageous.

  • Experience

  • Minimum 20+ years’ experience in large-scale infrastructure projects, predominantly roads, bridges, and tunnels.

  • Proven track record in PMC roles representing clients or acting in senior project leadership capacity.

  • Strong working experience in international and/or GCC environments is an asset.

  • Demonstrated expertise in delivery of multiple complex infrastructure programs.
