Job Title: Human Resource Manager Location: Jubail, Saudi Arabia ( Saudis Only) Industry: Fleet Management / Crane Rental / Oil & Gas Services Job Summary The HR Manager will oversee all human resources functions for the Jubail branch, with a strong focus on workforce compliance, manpower planning, and operational HR support. The role requires solid experience in managing crane operators’ Aramco licensing, ensuring full compliance with Saudi Aramco requirements related to crane operations and manpower mobilization. Key Responsibilities HR Operations & Management Manage end-to-end HR operations including recruitment, onboarding, contracts, payroll coordination, and employee relations. Develop and implement HR policies and procedures aligned with Saudi labor law and company standards. Act as the main HR point of contact for the Jubail branch and support operational teams. Aramco License & Compliance Management Issuance, Manage and track Saudi Aramco crane operators’ licenses and certifications, including issuance, renewals, and validity monitoring. Coordinate Aramco-required evaluations, trainings, and assessments for crane operators. Ensure all crane manpower complies with Aramco standards, procedures, and safety requirements. Liaise with operations, HSE, and Aramco representatives regarding manpower compliance and audits. Maintain accurate and up-to-date records of operators’ licenses, approvals, and related documentation. Recruitment & Manpower Planning Lead recruitment of crane operators, technicians, and staff in coordination with operations. Screen candidates for Aramco eligibility and experience in crane operations. Support mobilization and demobilization of manpower for Aramco and non-Aramco projects. Employee Relations & Performance Handle disciplinary actions, grievances, and performance management processes. Support training and development initiatives, especially compliance-related training. Ensure proper documentation of employee files and HR records. Requirements & Qualifications Bachelor’s degree in Human Resources, Business Administration, or a related field. Minimum 5–8 years of HR experience, preferably in crane rental, heavy equipment, oil & gas, or fleet management. Strong familiarity with Saudi Aramco requirements, especially related to crane operations and manpower compliance. Proven experience in managing crane operators’ Aramco licenses and certifications. Good knowledge of Saudi labor law and HR best practices. Strong coordination, documentation, and communication skills. Experience working in Jubail or Eastern Province is a strong advantage.
