Qiddiya Investment Company is in search of a strategic and experienced Director - City Service Charge and Recovery Senior Lead to spearhead the development and implementation of service charge frameworks within our transformative entertainment and cultural hub. This senior leadership role plays a crucial part in ensuring the financial sustainability of Qiddiya by effectively managing service charge collections and recovery processes across various city services.
As the Director, you will collaborate with internal and external stakeholders to design robust service charge policies, oversee revenue generation strategies, and promote best practices in financial management. Your expertise will help us create a sustainable funding model that supports ongoing development and operational excellence in Qiddiya.
Key Responsibilities:
Manage Procurement activities specific to and on behalf of the City Operations teams (including Contracts, RFP, Service orders and Procurement strategy approvals) Implement risk management practices covering supplier risk, contract exposure, and operational risks Oversee the optimization of procurement operations, workflows and spend visibility Manage, mentor and develop the procurement teams, fostering capability, accountability and continuous improvement Lead the support of the preparation of procurement approval documentation to deliver an efficient process for stakeholders Lead a high performing team, promoting a culture of excellence, integrity and continuous improvement Act as a trusted advisor to senior leadership, ensuring procurement delivers innovation, resilience, and sustainable value aligned to the business ‘s commercial and risk objectives
Requirements
A Masters's degree in finance, Supply Chain, Business Administration or a related field A minimum of 15+ years of relevant experience in Procurement, supply chain or Commercial is required, with at least 5 years in a senior position Strong commercial & financial acumen with a track record of delivering cost and value benefit at scale Strong experience with complex sourcing, contract negotiations, and category strategies Deep understanding of cross category management, supplier governance and risk mitigation Experience working in a high-pressure environment with a strategic mindset and strong problem-solving skills Excellent leadership, communication, and stakeholder management skills Professional certifications (e.g., CIPS, CPSM) are an advantage
