Key Responsibilities:
1.Cooperate with the manager to complete the bidding process.Lead the compilation of technical & methodological tender proposals complying with local Middle East standards, verify the feasibility of construction technical routes, and balance cost, schedule and compliance.
2.Participate in pre-tender site surveys and Q&A, and develop technical solutions for special conditions like high temperature and sandstorms in the Middle East.
3.Coordinate with the commercial team for project quantity calculation and quotation support, ensure technical-commercial consistency, and avoid tender risks.
4.Review the compliance of technical tenders, implement requirements on localized employment and qualifications, and avoid bid rejection.
5.Coordinate cross-professional teams to integrate technical data, manage document control and filing, and establish a proposal template library.
Qualification Requirements:
1.Proficient in construction engineering technology and local Middle East standards (e.g., Aramco, ADNOC), and familiar with FIDIC contracts.
2.Skilled in P6, Revit/Navisworks and other tools, with the ability to compile BIM schemes and schedules.
3.Excellent English technical writing and bilingual translation skills, able to accurately output standardized English tender documents.
4.Cross-cultural communication and negotiation skills, able to efficiently connect with Middle Eastern owners and evaluators, and respond to technical inquiries timely.
5.Strong time management and risk identification skills, able to complete multiple tasks in parallel within the tender deadline and control details.

Experience working in Saudi Arabia or GCC region projects.
