Role Overview

The Project Controls Director is a strategic leadership role within NEOM's Project Management Office, responsible for overseeing the development and implementation of project controls systems that ensure the successful delivery of projects within budget, scope, and schedule. This position entails leading a team of project control specialists, establishing key performance indicators (KPIs), and implementing best practices in cost management, scheduling, and risk assessment. The Project Controls Director will work closely with project managers, senior leadership, and stakeholders to provide insights and recommendations that drive project success. Reporting to the Executive Director of Programme Management, this role is essential for maintaining financial and operational integrity across NEOM's projects.

 

Key Responsibilities

Project Controls Management

  • Develop and implement robust project controls frameworks to monitor and manage project performance across NEOM’s portfolio.
  • Establish and track key performance indicators (KPIs) to evaluate project progress, identify variances, and recommend corrective actions.
  • Oversee the integration of cost management, scheduling, and risk assessment processes to ensure alignment with NEOM's strategic objectives.
  • Conduct regular reviews of project performance data and generate comprehensive reports for senior management, highlighting key insights and recommendations.
  • Collaborate with project teams to drive improvements in project controls processes, ensuring best practices are adhered to.

 

Team Leadership

  • Lead and mentor a team of project control specialists, fostering a culture of excellence and continuous improvement.
  • Provide training and support to enhance the team's skills in project controls methodologies and tools.
  • Encourage collaboration and knowledge sharing among project control staff to drive innovation and efficiency.

 

Stakeholder Engagement

  • Act as the primary point of contact for project controls-related inquiries from stakeholders.
  • Communicate project performance, risks, and opportunities effectively to internal and external stakeholders.
  • Foster strong relationships with project managers, finance teams, and other departments to ensure cohesive project execution.

 

Risk and Change Management

  • Identify potential risks and issues affecting project performance and develop strategies to mitigate them.
  • Oversee change management processes, ensuring that changes are assessed, documented, and communicated effectively.
  • Promote a proactive approach to risk management throughout the project lifecycle.

 

Compliance and Governance

  • Ensure compliance with NEOM’s policies, procedures, and industry standards in project controls practices.
  • Participate in audits and reviews, providing necessary documentation and insights related to project performance.
  • Maintain up-to-date knowledge of industry trends and best practices in project controls and management.

Background, Skills & Qualifications

Experience, Knowledge and Skills

  • 12+ years of experience in project controls, cost management, or project management at a senior level.
  • Proven track record of successfully managing complex projects with a focus on cost control and schedule management.
  • Strong analytical and problem-solving abilities, with a keen attention to detail.
  • Excellent communication and interpersonal skills, capable of engaging diverse stakeholders.
  • High level of emotional intelligence and diplomacy in managing team dynamics and stakeholder relationships.

 

Qualifications

  • Bachelor’s degree in Engineering, Construction Management, Business Administration, or a related discipline is required.
  • Relevant professional certifications (e.g., PMP, PMI-RMP, cost management certifications) are highly desirable.
