Within Oxagon, International Investment and Manufacturing (II&M) is one of the three core business units, responsible for delivering the strategy pillars underpinning the Oxagon vision. II&M mandate is developing the manufacturing and innovation zones and aiming to attract and seamlessly onboard world-leading industrial companies, establishing advanced and clean operations in Oxagon. The role as Emergency Services Lead is to ensure the smooth delivery and implementation of the NEOM and all relevant regulatory Fire Safety & Medical management policies and directives within the coverage area and to ensure effective emergency Incident management. |
ROLE COMPETENCIES & ACTIVITIES The Emergency Services Lead's responsibilities will include, but not be limited to: - To ensure all Fire Safety activities are prepared for, planned and supervised.
- Ensure maintenance and updating of the Fire and Rescue Emergency Response Procedures
- Ensure implementation of the Fire and Rescue Emergency Response Procedure
- Ensure that the fire Safety Standards set by the High Commission for Industrial Security (HCIS), NEOM Public Safety, NEOM Loss Prevention & Fire Safety
- Advise the Director of Operations on any ineffective aspects of the Fire Safety controls and Fire Emergency Response Procedures and recommend solutions
Day to day administration of Fire Safety duties: - Oversee the day-to-day management of the Fire Service contractor to mitigate fire risks ensure effective emergency response in any emergency
- Ensure Fire personnel are trained and competent to effectively carry out their duties and that other personnel receive Fire awareness training
- Report and evaluate the relevant Fire Service contractor’s overall performance via approved KPI’s
- Compile and Manage Fire safety related reports for review by Director of Operations prior to communication to the HCIS Committee or any other related committees and all other government agency reports.
- Ensure all fire controls are in place and all identified gaps are reported and followed up with corrective action plans and closed out accordingly.
- Co-ordinate NEOM Fire Safety operations with the relevant NEOM stakeholders and relevant external agencies.
- Organize regular Fire Safety meetings with relevant internal and external stakeholders, contractors and ensure records are kept.
- Keep up to date with Fire safety monitoring systems, technology and trends to drive a continual improvement of the Fire safety management system.
- Ensure that the competency of contractor personnel responsible for Fire and Rescue Emergency Response is maintained.
- Ensure that firefighting equipment and fire detection systems are properly operated, tested, calibrated and maintained by the Fire Service contractor.
- Ensure that personnel are prepared for the event or any incident via a plan of routine drills.
- Supervise investigation processes related to fire incidents of a serious nature.
- Ensure that all reports and documentation are kept in a secure database which is only accessible to authorized personnel.
EXPERIENCE & QUALIFICATIONS Knowledge, Skills and Experience Qualifications - B.Sc. in any field
- Incident Command in the Fire Service or equivalent
- Hazardous Materials Incident Command or equivalent
- Operational Firefighter level 3 or equivalent
