Role Purpose
The Director, Border Security is responsible for the strategic development and operational management of NEOM's border control initiatives. This role is pivotal in safeguarding the integrity and security of NEOM's borders through the implementation of advanced technologies, intelligence analysis, and crisis response strategies. The Director will lead a team dedicated to maintaining robust border security measures, ensuring the safe and lawful movement of people and goods, and protecting against any potential threats.
Key Accountabilities & Activities
Key Responsibilities
- Develop and execute a comprehensive border control strategy that aligns with NEOM's security objectives and regulatory frameworks.
- Oversee the integration and management of advanced border security technologies, including biometric systems, surveillance cameras and intelligence databases.
- Analyze intelligence data to identify potential security threats and vulnerabilities at the border.
- Collaborate with intelligence and law enforcement agencies to gather, assess, and respond to security information.
- Oversee the authorization process for operational border security management, including the issuance of permits for carrying weapons and other necessary operational clearances.
- Design and implement crisis response plans to effectively manage border-related emergencies and incidents.
- Ensure compliance with national and international laws and policies related to border security and immigration.
- Conduct comprehensive compliance audits across border security operations to ensure adherence to established protocols and legal requirements, initiating corrective actions and policy revisions as necessary.
- Lead, mentor, and manage a team of border security professionals, setting clear objectives and performance metrics.
- Assess ongoing cooperation needs, identifying and engaging with regional, national, and international partners, including research institutes, to enhance border security operations, foster collaborative relationships and formalize agreements.
- Create a joint response framework, delineating clear roles, consistent processes, and authority delegation among NEOM Border Security and allied forces.
- Prepare and manage the budget for border security initiatives, ensuring the optimal use of resources.
- Conduct regular reviews and updates of border security policies and procedures to reflect changing threats and technological advancements.
- Enforce a robust Code of Conduct, including ethical standards for the border security team, and establish disciplinary measures to address misconduct effectively.
Background, Skills & Qualifications
Knowledge, Skills, and Experience
- Extensive years' experience in border security or a related field, with relevant years in a leadership role.
- Demonstrated ability to develop and implement border security strategies and manage complex security technologies.
- Strong analytical skills with the ability to interpret intelligence information and make data-driven decisions.
- Proven experience in crisis management and emergency response planning.
- Excellent leadership and team management skills, with a track record of building and guiding high-performing teams.
- Superior communication and interpersonal abilities, with experience in stakeholder engagement and negotiation.
- Bachelor's degree in criminal justice, homeland security, international relations, or a related field.
- Master's degree or advanced certifications in security management, border control, or related disciplines are highly preferred.
