Role Purpose

The candidate will work within the Facility Management (FM) team to manage end to end process of all OXAGON assets related to Infrastructure.

The Facility Manager - Infrastructure is responsible for overseeing the planning, maintenance, and operation of the organization’s infrastructure and utility systems. This role ensures that all facilities are compliant with safety regulations, cost-effective, and align with sustainability goals. He will also lead projects aimed at enhancing operational efficiency and improving resource management.

To ensure the NEOM objectives are implemented for each asset. Manage the FM service delivery through diligent oversight of onsite teams and service providers.

Ensure the customer experience is enhanced whilst all operations achieve international standards of best practice.

KEY ACCOUNTABILITIES & ACTIVITIES

 

  • Infrastructure Management: Oversee the operation and maintenance of all infrastructure components, ensuring compliance with safety standards.
  • Utilities Oversight: Manage utility systems (water, electricity, gas, telecommunications) to ensure smooth operation and optimal performance.
  • Budget Management: Prepare and manage budgets related to utilities and infrastructure, analyzing costs for efficiency. Manage the Asset Register for power, utilities, infra, the asset life cycle costs and replacement programs and develop strategies on replacement plans.
  • Project Coordination: Lead infrastructure projects, coordinating with contractors and stakeholders for successful execution.
  • Design Review: Engage as a primary stakeholder in master planning, development, utilities, power, infra, security, and emergency management and provide comments related to FM Infrastructure
  • Vendor Management: Establish and maintain relationships with utility service providers and maintenance contractors, negotiating terms for service and assist in developing their ongoing progression
    • Ensure that service delivery performance data is captured in accordance with the contract and agreed procedures.
  • Regulatory Compliance: Ensure adherence to local, state, and federal regulations related to utilities and infrastructure.
  • Safety Protocols: Develop and implement safety protocols, conducting regular inspections to ensure a safe environment.
    • Review Risk Assessments and Method Statements for AUM
    • Implementation of Permit to Work and Safe Systems of Work
    • Regular site Inspections and checks and verifying monthly asset reports
  • Emergency Preparedness: Create and train staff on emergency response plans related to utility failures or infrastructure issues.
  • Sustainability Initiatives: Drive and report on sustainability initiatives, focusing on reducing resource consumption.
  • Technology Utilization: Integrate technology solutions for monitoring and managing utilities effectively.

 

BACKGROUND, SKILLS & QUALIFICATIONS

Knowledge, Skills and Experience

  • Minimum 7 years Middle East experience of utilities and infrastructure assets
  • Minimum of 5 years of experience in facility management or utilities management, preferably in a leadership role
  • Previous FM contract management and team management experience
  • Good written and oral communication skills
  • High level of corporate and professional integrity
  • GIS, BIM, Digital Twin, CAFM knowledge
  • ISO 9001 audit experience, HSE Management qualification
  • Sustainability and smart building knowledge and experience
  • Proven track record in managing budgets, vendor relationships, and compliance with safety and environmental regulations
  • Strong organisational and project management skills, with the ability to prioritise and manage multiple initiatives simultaneously

 

Qualifications

Bachelor’s Degree in appropriate discipline (Engineering/Building Services/Facility Management) or Qualified by Experience.
