Role Purpose

Manage and support the development and implementation of environmental baseline surveys, ESIA / SEA and associated recommendations for all Oxagon developments. Secure Oxagon MEWA/NCEC permits on time and budget. Maintain environment compliance for all projects during design, construction and operations.

Key Responsibilities

The OXAGON Business Unit, as part of the Development Division, is searching for a dynamic and innovative environment manager to support proponents design and construction activities to comply with NEOM and the base economy environmental requirements.  This is an exciting opportunity for a mid-career professional with exceptional skills in environmental science, ESIA, SEA and CWMP implementation including remote sensing, environmental monitoring, and reporting.  The NEOM project aims to be the most environmentally conscious and sustainable development project on the planet and this role is critical in helping Designers, Contractor’s and tenants achieve NEOM’s Environmental Performance Standards.

The Environment manager will be responsible for providing technical support to Oxagon Developments and Projects, as required, on topics relating to environmental engineering, environmental remote sensing, monitoring, and sampling technologies for the purpose of implementing NEOM Environment regulations in design and construction including:

  • Environmental survey and assessment.
  • SEA / ESIA compliance of design and construction.
  • Environmental compliance and quality monitoring in operations.
  • Integration and analysis of environmental data sets.

 

The role will require:

  • Implementing the NEOM Regional Environment Strategy including associated key performance indicators.
  • Preparing and / or reviewing existing scopes of work and procurement packages for developing baseline surveys, ESIA, SEA and/or CESMP and CWMP.
  • Keeping track of all current environmental works under delivery and supporting the Projects team as required to keep compliant with the NEOM and NCEC regulations.
  • Liaising with the NEOM Environment department to secure NCEC permits and NEOM Accords for all Oxagon Developments on time and on budget.
  • Providing on demand environment training for designers, contractors, and tenants.
  • Assessing, prioritizing, and presenting quality and relevant information extracted from ESIA and SEA developed by the nominated consultant to be integrated / implemented in all Oxagon design developments.
  • Compiling and analyzing trends in environmental engineering, remote sensing, use of autonomous vehicles and equipment, in-line and telemetered environmental monitoring, control, and feedback systems.
  • Analyzing reporting data to investigate trends and report performance of the Oxagon development against specified sustainability targets and KPIs and supporting internal and project review processes such as lessons learned workshops.
  • Support the building and infrastructure design team to translate ESIA and SEA recommendations in design and construction activities.
  • Act as liaison with both the Environment and Nature Reserve Departments to ensure 100% compliance for all Oxagon developments during design, construction, and operations.
  • Actively engage in design and construction meetings to provide advice on environmental requirements compliance.
  • Outsource and manage consultants for delivering any environmental reports and analysis deemed necessary to comply with environmental regulations.
  • Actively support the Project sector.

 

BACKGROUND, SKILLS & QUALIFICATIONS

Knowledge Skills and Experience

 

  • Minimum 12-15 years of experience following award of a postgraduate qualification.
  • Academic research skills and ability to rapidly synthesize and communicate technical queries.
  • Field skills and experience in deploying environmental technology and equipment.
  • Analytical skills to understand and apply research and statistics in report writing and decision-making.
  • Demonstrated success in delivering innovative solutions to minimize environmental and social impacts through pragmatic assessments.
  • Tracked record of streamlining procedures and fostering collaboration on large scale projects.
  • Experienced in implementing, tracking, monitoring, and reporting environmental, social, and governance activities at project level.
  • Broad understanding of environmental issues and solutions.
  • Creative thinking and problem-solving skills. 
  • Strong written and verbal communication skills combined with report writing skills.
  • Confident liaising with multicultural designers, contractors and tenants and be able to positively influence local Saudi contractors.
  • Organizational skills to manage records and data and meet deadlines.
  • Advanced computer skills and experience with specific software and web-based systems, such GIS and those used for data storage and analysis, personnel management, report writing and project management.
  • Middle East experience preferred.

Qualifications

 

  • Bachelor’s and/or master’s degree in environmental engineering (essential).
  • Post-graduate degree preferably in biological science, ecology, environmental science, or environmental engineering.
