Role Purpose

The Engineering Director is responsible for leading and directing the engineering team working as part of Public Safety organization to be accountable for the successful delivery of the Fire Engineering design review for all NEOM’s regions.  

The Director ensures that all engineering efforts are aligned with NEOM's visionary goals for public safety, providing leadership in planning, managing, and optimizing infrastructure to enhance operational effectiveness and future-readiness across all public safety functional areas.

 

Key Responsibilities

  • Successful delivery of the Fire & Security Engineering Strategy, Design Review scope for NEOM’s regions in a manner that supports the successful delivery of the project
  •  Leading a team accountable for managing the delivery of the Design Review of the Engineering systems related to the Projects
  •  Overall accountability for the success delivery of the Fire & Security Engineering systems in NEOM.
  • Develop a comprehensive Engineering strategy aligned with the Project delivery strategy
  •  Develop implementation plans for Engineering design and review of the Projects that consider project-specific requirements, timelines, and budgets.
  • Align plans with the overarching mission and objectives, ensuring a clear roadmap for achieving the goals.
  • Utilize industry knowledge and network to source opportunities for the Engineering design and review of the Projects.
  • Evaluate and select technologies that align with the goals and can be seamlessly integrated into the projects.
  •  Foster a culture of innovation, continuous learning, and excellence.
  • Provide mentorship, guidance, and direction to ensure the successful execution of the strategy for successful delivery of the Design Review of the Engineering systems of the Projects.
  •  Demonstrate a strong ability to analyze complex issues and develop innovative solutions to overcome obstacles to ensure successful project execution.
  •  Define key performance indicators (KPIs) to assess the impact of the Engineering Design Review on project timelines, costs, and environmental footprint.
  •  Regularly monitor and report on progress to leadership.
  •  Leverage knowledge of latest advancements and trends in Engineering to inform decision-making.
  •  Work with the project Design leadership to deliver excellent Engineering systems that support the over-arching project objectives including the quality, time and cost objectives set.

BACKGROUND, SKILLS & QUALIFICATIONS

Knowledge, Skills and Experience

  • Demonstrated success in leading engineering and construction projects within the public safety domain, with a strong history of managing complex and large-scale projects.
  • Experience in overseeing and coordinating multiple vendors and subcontractors across consultancy, equipment, and service operations.
  • Significant experience in managing and delivering mega projects, showcasing ability to handle large-scale and high-impact initiatives.
  • Deep understanding of engineering practices, economic principles, calculation methods, and design details relevant to security solutions.
  • Familiarity with international codes, standards, procedures, and specifications applicable to public safety engineering.

Qualifications

  • Bachelor's or Master’s degree in Engineering (e.g., Civil, Electrical, Mechanical, or a related field). Advanced degrees or specialized certifications in security or public safety are advantageous.
  • Extensive experience in engineering and construction, with a proven track record of managing large-scale, complex security projects. Significant experience in public safety or security engineering roles is preferred.
  • Demonstrated experience in leading mega projects, including experience with multi-disciplinary teams and stakeholder management.
  • Advanced knowledge of engineering practices, economic principles, design methodologies, and international codes and standards related to security and public safety.
  • Strong leadership and strategic planning abilities, with proven experience in managing cross-functional teams and coordinating with internal and external stakeholders.
