JOB PURPOSE:
To develop, guide and manage the implementation of the Health, Safety and Environment operational plan, policy and programs in order to ensure that Bakhashab maintains best HSE practices and standards in place in line with its vision, mission and objectives and meet local and international standards.
Policies & Procedures:
Implement all relevant departmental policies, processes, standard operating procedures and instructions so that work is carried out in a controlled and consistent manner.
Budgeting:
Contribute to the preparation of the HR and Administration department budget and monitor actual expenditure against the approved budget to ensure alignment.
Team Supervision:
Organize and supervise the activities and work of subordinates to ensure that all work within HSE team is carried out in an efficient manner and with adherence to operating procedures and policy.
HSE Operations and Management System:
• Assist in the development of an operational HSE Management System in order to ensure that Bakhashab installs standard operating procedures.
• Develop and execute proactive action plans like Emergency Response Plan in line with best practice and international standards.
HSE Inspection and Audit:
• Contribute in the development of an HSE audit plan in order to ensure that HSE standards and standard operating procedures are implemented and recommendations reviewed to pursue policies of continuous improvement..
• Organise the conduct of HSE audits in line with audit plans in order to identify variances from HSE standards and recommend corrective action.
Safety Management:
• Ensure Safety/Risk Management measures and precautions are implemented within Company in line with internal safety standards, local legislation and international regulations in order to ensure the safety of Company employees
• Recommend to management safety program changes and modifications to existing safety and occupational health programs.
• Prepare and implement the evacuation plan Manual for employees as well as organize mock evacuation drills in order to promote awareness of how to act in case of an incident.
• Undertake the required initiatives to ensure compliance of the premises with the safety requirements of Civil Defence.
• Ensure that fire extinguishers are provided for all Company premises and that they are placed according to the layout plans in order to ensure appropriate safety and security measures
• Ensure that medical boxes are provided to all Company premises in order to maintain safety standards.
Risk Management:
Assess the risks associated with implementation of HSE policies and procedures and recommend corrective action to mitigate the risks in line with best practice and local regulations.
Incident and Accident Reports:
Analyse Incident and Accident reports in order to reduce the vulnerability and potential for safety hazards.
Training and Development:
Ensure training sessions, and appropriate communication of HSE topics are organised to build awareness across Cpmpany.
Continuous Improvement:.
Motivate subordinates and contribute to the identification of opportunities for continuous improvement of business processes, productivity and cost reduction
Reporting:
Supervise the preparation of timely and accurate statements and reports to meet operational / business requirements, policies and standards.

Internal:
Regular interactions with HSE & Quality to provide up-date on progress against strategic objectives and report any significant matters.
Regular interactions with the business units to coordinate on cross-functional matters, plans and integrated solutions.
Regular interactions with direct team members to manage and oversee performance of the function, provide guidance and manage the day-to-day operations.
