OXAGON is a settlement of remarkable ambition and significant importance for the future evolution and development of NEOM itself. OXAGON aspires to become the gateway for NEOM, a centre for innovation, advanced manufacturing, and logistics.

 

The port is to be a world-first: a state-of-the-art container terminal integrated with a logistics hub at its core while continuing to serve a variety of other commodities through its Multipurpose Terminal and bulk handling equipment. The port will have the highest safety management systems and equipment to optimize operational efficiency and level of service.

Role Purpose

The Contracts Manager position is pivotal in the Port of Neom Finance Department. The candidate has a strong background in post-signature contract management and monitoring, financial evaluations of commercial proposals, and negotiations with suppliers/contractors. The candidate also provides expert advice regarding category management, claims evaluation/negotiation, and supplier relationship management (SRM). The successful applicant will possess the necessary skills to resolve disputes. The Contracts Manager will also be expected to collaborate on pre-award processes to ensure a seamless transition between procurement phases.

 

KEY ACCOUNTABILITIES & ACTIVITIES

 

  • Collaborate with the Procurement Team during the services and goods sourcing process. Ensure timely and cost-effective procurement processes.
  • Undertake and participate in regular project reviews, helping to identify opportunities and risks to Port of Neom’s financial performance.
  • Take the lead on all contractual matters, including but not limited to contract compliance, change management, cost reporting, and claim mitigation strategies.
  • Ensure that all contract management processes and procedures are in place to control and manage the relevant contracts effectively.
  • Supervise and monitor all aspects of the contract, including compliance, terms and conditions, service level agreements, documentation of change requests, delivery of deliverables, payment procedures, and management reporting.
  • Ensure that all necessary bonds, warranties, insurances, undertakings, etc., are in the commercial interest of the Employer and per the relevant contract.
  • Challenge and negotiate claims and variations submitted by the Contractor and provide an assessment of entitlement to the Employer based on the Contract and the prevailing law.
  • Assist the legal team in negotiating any final settlements on contract terms.
  • Manage preferred supplier partnerships, monitoring performance and ensure compliance with company policies and procedures.
  • Reviewing BOQ and certifying change orders after reviewing other contractors' scope of work and getting the client’s approval.
  • Oversee commercial management of projects against agreed targets for profit.
  • Financial reporting and monitoring of projects' financial performance.
  • Supporting QS and cost consultant in the final closeout stage of contract closure.
  • Develop, review, and update a change management system and procedures that capture complete, accurate, and consistent baseline documents and ensure changes in design and construction and any other changes are controlled per the contract documents and/or program controls procedures.
  • Monitor project changes against the contract and scope baseline; create and implement a change management plan, change log, and governance processes.
  • Ensure the SAP Ariba records are up to date with all supplier information.

BACKGROUND, SKILLS & QUALIFICATIONS

Knowledge, Skills, and Experience

  • 10+ years of post-qualification experience in a similar capacity
  • Minimum 5 years’ experience in GCC
  • Demonstrable expertise in Contracts Administration for high-value contracts
  • Well-versed in contracts/agreements: principles, theory and application, terminology, and development, as well as practices and procedures.
  • Proficient in MS Applications, particularly Excel / Word / PowerPoint / Outlook.

 

 

Qualifications

  • Bachelor’s degree in quantity surveying with a suitable contractual, legal, or commercial background.
  • Member of Royal Institution of Chartered Surveyors (MRICS) preferred.
