Role Purpose

NEOM Authority is aiming to disrupt the existing models and set a new standard for governance in the world. It will institutionalize the Authority of the Future, which is Digitally native, adaptive, Lean and Citizen / Business-centric. To achieve this ambitious roadmap, the Compliance and Customer Protection, under the Head of Department will be required to lead in the establishment of the NEOM Authority functions for Energy. These functions need to be established in a time-critical manner whilst meeting the NEOM objectives of being lean and efficient whilst disruptirg the accepted norms.

KEY ACCOUNTABILITIES & ACTIVITIES

Key Accountabilities & Activities

 

Function readiness may include the following key activities:

 

  1. Develop and implement an operational model and future strategy for all aspects of Compliance and Consumer Protection within NEOM.
    • Use global benchmarks to establish current best practices, headcount, and operating models, then go beyond these benchmarks to design a Compliance and Customer Protection function in line with NEOM’s vision to Accelerate Human Progress
    • Create an operating model which is focused on NEOM core objectives of 100% carbon neutral and sustainable low-cost energy to fuel the NEOM blue-print for sustainable living.
    • Ensuring NEOM is in control of all key functions and has the necessary operating policies and plans.
    • Develop Regulation and policy for Compliance and Customer Protection. Ensure the regulations and policies are dynamic and flexible to drive the transition and establishment of clean fuel technologies and industries.
    • Develop Regulations and policy to support the transition to full Authority governance of NEOM

 

 

  1. Drive establishment and design of the compliance Enforcement and Consumer Protection function in conjunction with other functions and departments. These can be categorized into 5 Criteria:

i) Policies and planning

  • Work with Legal Team and Department head developing and finalizing Regulations and Policies
  • Provide expert content and collaborate with other departments to address dependencies
  • Critical focus on day 1 activation requirements and the transitional phase to full NEOM control

ii) Regulators (People)

  • Define and acquire the human capital needs for efficient optimization and achievement of the function’s mandate

iii) Operational Assets & Systems

  • Work closely with Cognitive Government function to develop systems to deliver Authority services (including digital government), and interim phase inspections & compliance

iv) Protocols & Governance

  • Develop the governance and processes for the internal operating model of functions, defining SOPs.

v) Stakeholder Interaction & Interface with Base Economy

  • Identify Base Economy entities and develop processes to communicate and liaise with key points of contact for the department’s activities and actions.
  • Determine plan for transition from Base Economy to Authority

 

  1. Develop/Review and implement a transition plan for the policy and planning functions by:
    • Tracking and communicating progress;
    • Managing the budgets and finances related to the departments in coordination with Finance department and key stakeholders.

 

Core functional Responsibilities

Coordinate with all relevant sections within the NEOM company and Authority with a strong emphasis on the NEOM Energy and Water Co. and the Infrastructure function of the Authority. Build strong relationships with KSA bodies, particularly with Ministry of Energy and WERA.

 

Ensure NEOM builds a robust Energy sector based on the following:

Energy activities regulations and policies

  • Establish and enable a regulatory framework to govern Compliance and Customer Protection
  • Establish the rules and procedures relating to Compliance and Customer Protection as appropriate and required
  • Ensure no regulatory leaks by use of broad regulatory capability
  • Ensure regulatory alignment with other functions and departments on relevant topics

 

Energy technology & standards

  • Ensure the required technical standards are established in a timely manner
  • Set the compliance enforcement and customer protection quality standards
  • Adopt innovative standards and processes to drive efficiencies
  • Ensure the policies encourage and drive investment

 

Energy Information

  • Supervise the publication of relevant technical white papers related to compliance and customer protection.
  • Contribute to NEOM content regarding Energy innovations
  • Promote Energy’s activities’ awareness throughout NEOM and socialize all innovative aspects

 

Energy Technology Alignment and Investment(s)

  • Maintain strong relationships with officials from the base economy entities, particularly MoE/ WERA
  • Liaise with Department of Communications Divisions especially with Communication Infrastructure head
  • Engage with partner startups and JV companies
  • Liaise with user groups and relevant NEOM-based industry organizations
  • Represent NEOM at relevant local and international organizations
  • Collaborate with Research institutions and Universities, Accelerators, and Incubators

NOTE:

This is a preliminary definition of core responsibility and function; however, the Division Head will identify the evolution of the operations and the services to be provided to the public and investors in order to materialize NEOM’s vision, At/t/iority mandates to attract talents and residence to become an attractive and competitive destination for dreamers and doers.

BACKGROUND, SKILLS & QUALIFICATIONS

Knowledge, Skills and Experience

  • 10 plus years in consumer protection areas, or regulatory affairs roles with some background in em erging technology or policy projects
  • 7 plus years of supervisory experience in public or private sector organizations in project

m anagement, operations and energy programs including effective m anagement of large budgets and regulatory compliance

  • Demonstrated experience in policy creation and execution of energy policies is preferred
