Oxagon, a region of NEOM, is set to be the leading zone for the development of advanced and clean industries, built on renewable energy. It will comprise one of the world’s most efficient and sustainable automated ports, fully integrated with the supply chain and logistics for the whole of NEOM. NEOM’s Manufacturing Sector (part of the Oxagon Company) focuses on developing 7 prioritized manufacturing clusters: Autonomous & Sustainable Mobility, Modern Construction, Technology & Digital, Renewable Energy, Water Innovation, Health, Well-being & Biotech and Sustainable Food Production.

 

The Group Strategy & Business Development function is instrumental for the success of Oxagon. The function has a wide array of responsibilities and has been structured around 6 key teams with clear roles and responsibilities:

  • Strategy – sets the strategy for Manufacturing and Innovation across NEOM and manages and optimizes the business plan. The team also has the lead on market intelligence and are responsible to provide insights to the wider organization to ensure data-driven decision making
  • Business Development - Continuously paves the way for the SME Tenant Attraction team by providing direction, insights and tools, while also managing all Strategic Accounts (complex and/or bigger deals), NEOM Sector relationships and Lease Management. The team is constantly looking for new business opportunities and is established to provide incoming manufacturing & innovation investors with exceptional commercial support
  • Industrial Development & Economic Policy - Drives the development and implementation of the industrial masterplan and a wide array of enablers (e.g., infrastructure and utility requirements, manufacturing regulations and policies, industrial workforce development and localization levers) to ensure that Oxagon is set up for success
  • ESG - Sets the ambition level and drives the implementation of a best-in-class ESG policy for manufacturing and innovation activities. Also has the lead on ESG/Sustainability reporting and supports incoming tenants complying with NEOM requirements
  • Deal Diligence & Risk Management – owns the Oxagon Incentive Program, deal governance and Risk Management Framework. Has the responsibility to assess potential manufacturing & innovation tenants to ensure that only the best companies are contracted and that the ideal incentive packages are being offered
  • Team Operations – supports the management in operating a high-performing organization with clear roles and responsibilities, full accountability, and ensures that targets are being met. Also has the lead on budgets, procurement activities and other facilitating responsibilities

 

Role Overview

 

The “Senior Manager - Industrial Development & Economic Policy” will be responsible for driving development and implementation of manufacturing ecosystems and enablers to enhance Oxagon’s manufacturing value proposition across all the seven prioritized manufacturing clusters. The Senior Manager will be responsible for driving projects/activities, including but not limited to:

  1. Drive the development and implementation of the industrial master plan and a wide array of manufacturing enablers (e.g., infrastructure and utility requirements, manufacturing regulations and policies, deal closure strategies, industrial workforce development and localization levers).
  2. Develop and ensure that there is a clear link between the manufacturing strategy, industrial master plan and the economic objectives behind the development of Oxagon/Manufacturing Sector
  3. Drive manufacturing sector projects & studies and represent the Manufacturing sector in numerous NEOM projects
  4. Support deal owners in deal structuring, and developing the right value propositions and enablers
  5. Ensure strategic alignment with the Kingdom's economic policy objectives and their industrial development programs and projects

 

KEY ACCOUNTABILITIES & ACTIVITIES

Functional Strategy & Leadership

  • Ensure the implementation of the function’s approved policies, procedures and processes
  • Help review the operating model of the function to optimize operational effectiveness
  • Provide industrial strategy & planning expertise to development programs and industrial projects

People Management

  • Help identify, recruit and develop resources to drive the mandate of the Group Strategy & Business Development function

Core Mandate

Drive the development and implementation of the industrial master plan and a wide array of manufacturing enablers

  • Lead/support the development and implementation of all necessary enablers required for the teams to succeed with the attraction of world-class manufacturers across the seven prioritized manufacturing clusters. Focus will be on (not exhaustive):
    • Infrastructure, utilities, material handling and transport/logistics requirements
    • Manufacturing regulations and policies
    • Deal closure strategies (e.g. off-take agreements, localization premium in procurement, local content policy, green premium and other localization levers)
    • Industrial workforce development

 

Develop and monitor the link between the manufacturing strategy, industrial master plan and the economic objectives behind the development of Oxagon/Manufacturing Sector

  • Lead/support the analysis of the economic impact of the industrial development of Oxagon/Manufacturing Sector from a total economic value perspective
  • Closely monitor the achievements against the economic objectives
  • Continuously work on ensuring alignment between the manufacturing strategy, business plans, master plan programs, economic objectives, etc.

 

Drive manufacturing sector projects & studies, and represent the Manufacturing Sector in numerous NEOM projects

  • Represent the NEOM Manufacturing Sector and Group Strategy & Business Development function in numerous cross-functional projects by providing manufacturing requirements and subject matter expertise (E.g., development of other NEOM regions, residential development projects and industrial projects)
  • Lead/support pre-feasibility studies, where necessary, on bigger manufacturing endeavors

 

Support deal owners in deal structuring, and developing the right value propositions and enablers

  • Offer expertise and support to deal owners in assessing industrial projects, deal structuring and negotiation, where necessary

 

Ensure strategic alignment with the Kingdom’s Industrial Strategy, economic policy objectives and its industrial development programs and projects

  • Drive and ensure close relationship with the key stakeholders in the Kingdom of Saudi Arabia to ensure strategic alignment and foster close collaboration

BACKGROUND, SKILLS & QUALIFICATIONS

Knowledge, Skills and Experience

  • Extensive proven experience in industrial strategy and business development in a wide array of fields
  • Passionate about manufacturing and with a solid understanding of manufacturing ecosystems
  • Experience from manufacturing footprint expansion decision making and understanding of key criteria influencing the decision-making process
  • Solid understanding of how industrial cities operate, and key services offered to facilitate investments
  • Exceptional project management skills and with a track record of successful development and implementation of cross-functional industrial projects
  • Strong team building and team management capabilities and with strong stakeholder management capabilities
  • Good interpersonal skills and Senior Management Experience from Industry to enable engagement with Senior Executives with a view to developing business opportunities
  • Good business acumen, financial & economic analysis/development, abstract problem solving and logical reasoning
  • Strong presentation skills and exceptional presentation preparation and MS Office (Word, Excel, PowerPoint) capabilities
  • Character and willingness to perform in a fast-paced, startup-like environment

Qualifications

  • Bachelor’s degree/ preferably a Master’s from an accredited university in Business or Manufacturing / Industrial Engineering or related disciplines
