Job Details

The Senior Health & Safety Engineer will be responsible for overseeing the implementation and monitoring of health and safety requirements during the construction phase of major building and hospitality developments. The role ensures compliance with project HSE standards, Saudi Arabian regulations, and international best practices while supporting the creation of a safe working environment for all personnel on site.

Your role

Health & Safety Management

  • Implement and maintain the project Health and Safety Management System in accordance with project requirements.
  • Ensure contractors comply with approved health and safety plans, procedures, and regulatory obligations.
  • Promote a proactive safety culture through continuous engagement with project teams and contractors.
  • Monitor safety performance indicators and recommend improvements to enhance site safety.
  • Support the development and implementation of safety initiatives and awareness campaigns.

Site Safety Monitoring and Compliance

  • Conduct routine safety inspections of work areas, equipment, access routes, and temporary facilities.
  • Verify compliance with safe work practices for high-risk activities including work at height, lifting operations, excavation, and confined space entry.
  • Monitor the use of personal protective equipment and implementation of site safety controls.
  • Ensure corrective actions are implemented promptly for identified safety observations and violations.
  • Participate in regulatory inspections and ensure compliance with local authority requirements.

Risk Assessment and Incident Management

  • Review risk assessments, job hazard analyses, and permit-to-work systems for construction activities.
  • Investigate accidents, incidents, near misses, and unsafe conditions to identify root causes and corrective actions.
  • Monitor implementation of corrective and preventive measures following incidents and audits.
  • Maintain records of incidents, investigations, and safety performance statistics.
  • Identify emerging risks and provide recommendations to prevent potential safety incidents.

Training and Awareness

  • Conduct health and safety inductions for project personnel and visitors as required.
  • Support the delivery of toolbox talks, safety briefings, and specialized safety awareness programs.
  • Monitor contractor training programs to ensure workforce competency and compliance.
  • Promote workforce engagement through safety campaigns and behavioral safety initiatives.
  • Provide guidance and coaching to supervision teams on effective health and safety practices.

Stakeholder Coordination

  • Coordinate with Client representatives, Resident Engineers, contractors, and regulatory authorities on HSE matters.
  • Participate in project meetings and provide updates on safety performance and compliance status.
  • Collaborate with environmental, quality, and construction teams to ensure integrated project compliance.
  • Support contractor safety teams in implementing project-specific HSE requirements.
  • Assist project leadership in resolving health and safety concerns affecting project operations.

Reporting and Documentation

  • Prepare weekly and monthly HSE reports covering inspections, incidents, audits, and safety performance trends.
  • Maintain records of inspections, permits, training activities, incident investigations, and corrective actions.
  • Review contractor safety reports and verify the accuracy of submitted data.
  • Track key safety performance indicators and communicate findings to project management.
  • Ensure HSE documentation is properly controlled, maintained, and available for audits and reviews.

Desired Candidate Profile

  • Bachelor's Degree in Engineering, Occupational Health & Safety, Environmental Engineering, or a related discipline.
  • Professional qualification in Health and Safety Management is required.
  • NEBOSH International Diploma or NEBOSH IGC certification is highly desirable.
  • Lead Auditor or Internal Auditor certification in ISO 45001 is preferred.
  • Membership in a recognized health and safety professional body is advantageous.
  • Minimum 10-15 years of professional experience in construction health and safety management.
  • Minimum 7 years of experience in site supervision consultancy, engineering consultancy, or major construction projects.
  • Proven experience on large-scale building developments, convention centers, hotels, resorts, and mixed-use developments.
  • Demonstrated experience managing safety compliance for complex and high-risk construction activities.
  • Previous GCC experience, preferably within Saudi Arabia, is highly preferred.
  • Strong knowledge of occupational health and safety regulations, standards, and industry best practices.
  • Thorough understanding of construction safety requirements, hazard identification, and risk management methodologies.
  • Experience conducting HSE inspections, audits, incident investigations, and compliance assessments.
  • Familiarity with ISO 45001, HSE Management Systems, and regulatory compliance requirements.
  • Proficiency in Microsoft Office applications, reporting tools, and HSE management software.
  • Strong leadership and influencing skills.
  • Excellent communication and stakeholder management abilities.
  • Strong analytical and problem-solving capabilities.
  • High attention to detail and commitment to safety excellence.
  • Ability to work effectively within multidisciplinary teams and fast-paced project environments.
