Sr. Delivery Project Manager Job Purpose The Sr. Delivery Project Manager is responsible for leading and managing the execution and delivery of real estate development projects at Retal Urban Development Company. The role oversees the complete project delivery lifecycle, ensuring projects are delivered safely, on schedule, within budget, and in accordance with approved quality standards and business objectives. The Delivery Project Manager serves as the primary point of accountability during the execution phase, coordinating internal teams, consultants, contractors, and stakeholders to achieve successful project outcomes.
Primary Duties & Responsibilities
- Project Delivery Management Lead the end-to-end delivery of assigned development projects, ensuring alignment with approved scope, schedule, budget, and quality objectives.
- Construction Management Oversee all construction activities and site operations to ensure work is executed in accordance with approved drawings, specifications, contracts, and project requirements.
- Schedule Management Develop, monitor, and control project master schedules, proactively identifying delays and implementing recovery plans to maintain project milestones.
- Cost Control & Budget Management Manage project budgets, monitor expenditures, evaluate cost impacts of changes, and implement corrective actions to maintain financial targets.
- Contractor & Consultant Management Direct and manage contractors, consultants, and suppliers to ensure contractual obligations, performance standards, and project objectives are achieved.
- Risk & Issue Management Identify, assess, and mitigate project risks and resolve execution-related issues in a timely and effective manner to minimize project impact.
- Contract Administration & Claims Management Administer construction contracts, evaluate variations, review claims, and support negotiations to protect project interests and ensure contractual compliance.
- Stakeholder Management Maintain effective communication with internal and external stakeholders, providing regular updates on project performance, key risks, and mitigation plans.
- Quality Assurance & Quality Control Ensure all works comply with approved specifications, quality standards, company procedures, and regulatory requirements through effective inspection and monitoring processes.
- Health, Safety & Environmental Compliance Promote and enforce HSE standards across all project activities, ensuring compliance with applicable regulations and company safety requirements.
- Regulatory Approvals & Compliance Ensure all project activities comply with applicable Saudi Arabian building codes, municipal requirements, environmental regulations, and statutory approvals.
- Change Management Review and manage scope changes, design modifications, and variation requests while assessing impacts on budget, schedule, quality, and project objectives.
- Project Reporting & Governance Prepare executive-level reports, dashboards, performance metrics, and project status updates for management and stakeholders.
- Testing, Commissioning & Handover Lead testing, commissioning, snagging, closeout, and handover activities to ensure successful project completion and transition to clients and operations teams.
- Continuous Improvement Identify lessons learned and drive best practices, process improvements, and optimization initiatives across project delivery functions.
- Cultural & Market Alignment Ensure project delivery solutions and development outcomes are culturally appropriate and aligned with Saudi market expectations and customer requirements.

Desired Candidate Profile
Experience and Qualifications:
Bachelor's degree in Civil Engineering, Construction Management, Architecture, or a related field.
Minimum 7-10 years of experience in project delivery, construction management, or real estate development.
Minimum 3 years in a project management leadership role overseeing large-scale residential, mixed-use, or commercial developments.
Strong understanding of project delivery methodologies, construction practices, and contract administration.
Experience managing contractors, consultants, and multiple project stakeholders.
Thorough knowledge of Saudi Arabian building regulations, municipal approval processes, and industry standards.
Strong financial acumen with experience in cost management and budget control.
Excellent leadership, communication, negotiation, and stakeholder management skills.
Proficiency in project management and planning software such as Primavera P6, Microsoft Project, Power BI, and Microsoft Office Suite.
PMP certification preferred.
Fluency in English; Arabic language proficiency is an advantage.
