This role is responsible for leading the development and execution of infrastructure master planning across projects, ensuring alignment with long-term capacity, resilience, and performance objectives. It involves assessing current infrastructure, identifying gaps, and creating strategic roadmaps to support expansion, upgrades, and future demand.
The position focuses on implementing best-practice methodologies for capacity planning, including failover strategies and scenario modeling, while ensuring network reliability and efficiency. It also requires close coordination with stakeholders and government authorities to support successful delivery of infrastructure initiatives.
Additionally, the role includes monitoring implementation progress, providing technical support to project teams, maintaining infrastructure data, and delivering regular reports and insights. A key emphasis is placed on continuous improvement and adherence to quality, safety, and organizational standards.

Responsibilities:
Develop and manage the infrastructure master plan for Hill International projects.
Establish best-practice methodologies for capacity planning across the country's global network.
Capacity planning for failover paths, including shared sub-components and “what if” modelling.
Analyze the existing infrastructure and develop a plan to improve and expand it.
Develop a strategic roadmap to ensure network capacity and access goals are met
Evaluate current infrastructure and develop plans to upgrade and replace it.
Establish and maintain relationships with stakeholders and local government agencies.
Develop and implement strategies to ensure the successful implementation of the infrastructure master plan.
Monitor the progress of the infrastructure master plan and make adjustments as needed.
Provide technical support to project teams on infrastructure-related issues.
Prepare reports and presentations to communicate the progress of the infrastructure master plan.
Develop and maintain a database of infrastructure-related information.
Identify and implement best practices for infrastructure master planning.
Informs themselves of the relevant quality, environmental, safety, and occupational health policies, as well as the manuals and procedures in place within Hill International and ensures continued compliance with these requirements while employed by Hill.
Perform other duties as assigned by the line manager/supervisor.
Qualifications:
Bachelor / Master's Degree in Engineering or Urban Planning from an accredited university.
Minimum 25 years’ experience in related fields, such as national/international significant initiatives and developments. A record of close engagement with utility providers and broader commercial and public cluster stakeholders.
Expert in the development of water and wastewater master plan
Expert in major development master planning and urban planning – preferably at national levels. Thorough knowledge of urban and infrastructure planning disciplines.
Knowledge of other disciplines related to planning activities and projects with an understanding of the required business interfaces and interdependencies.
Extensive experience of working internationally (preference for Middle East / KSA).
Performance of economic appraisal, demand forecasting, cost-benefit analysis and operating cost forecasting.
Prioritization of expenditures across projects, programs and service outcomes.
Development of methodologies to show how expenditure plans and decisions are consistent with strategic plans.
Provision of economic analysis and advice on policy and operational matters.
Participate in discussions with other disciplines, including engineers, designers, and planners.
Demonstrate intellectual rigour and effective communication, explaining technical issues to a range of audiences in English (Arabic preferable).
Excellent interpersonal skills and capability of working within a team.
The ability to compose reports in English is essential (ability in Arabic is preferable).
Excellent verbal and written communication skills.
