Construction Project Manager Experienced Project Manager – (Mandatory Requirement: Previous Experience with the Ministry of Defense)
This is a full-time, on-site Senior Engineering Project Manager role located in Dammam. The Senior Engineering Project Manager will oversee and manage engineering projects, ensuring they are completed on time, within budget, and in compliance with stipulations. Responsibilities include leading project teams, coordinating project tasks, monitoring progress, and maintaining communication between stakeholders. The role will also involve executing construction-related management duties and ensuring engineering solutions meet the required standards.
Key Responsibilities & Duties Project Planning: Develop and update project plans, schedules, budgets, and periodic reports for review by the Board of Directors and stakeholders. Team Coordination: Lead and direct engineering teams, construction crews, and subcontractors to ensure full compliance with technical and security specifications. Risk & HSE Management: Manage project risks and develop Health, Safety, and Environment (HSE) procedures in accordance with approved standards and documentation. Regulatory Liaison: Manage Ministry of Defense (MOD) requirements and submit necessary documents and reports according to established regulatory procedures. Change Management: Manage design changes and modifications, preparing impact reports on both timeline and budget. Quality Control: Monitor work quality and testing, ensuring final handover with quality teams and integration with regulatory documentation systems.
Qualifications & Requirements Education: University degree in Structural/Civil Engineering or equivalent. Experience: Over 10 years of practical experience in construction project management, with a mandatory requirement of prior experience dealing with the Ministry of Defense (MOD). Career Level: Senior management level (Member of a high-level administrative team). Residency: Must be a resident of Saudi Arabia (Transferable Iqama preferred), with flexibility regarding the project location. Required Skills Project Governance: Strong project management skills with the ability to plan, monitor, and strictly adhere to timelines and costs. Standards Awareness: Deep understanding of Quality, Health, Safety, and Environment (QHSE) standards. Communication: Effective communication skills in both Arabic and English, with the ability to liaise with government entities and MOD-related stakeholders. Analytical Skills: Risk analysis, change management, and effective regulatory documentation skills. Leadership: Proven ability to lead teams and effectively manage subcontractors and consultancy firms.
