Position Overview:The Senior Project Manager must have experience to spearhead a strategic expansion initiative: the feasibility study, design, and construction of our second manufacturing facility. The ideal candidate is not just a construction manager but an industry veteran with deep roots in Heavy Industry and Oil & Gas equipment manufacturing. The Senior Project Manager will be responsible for delivering a state-of-the-art facility capable of fabricating high-spec pressure vessels, piping systems, and process skids. This role requires a blend of technical mechanical expertise, regional (GCC) operational experience, and high-level project leadership.
Responsibilities:1. Feasibility & Strategic Planning:Lead the comprehensive feasibility study for the new facility, including CAPEX estimation, ROI analysis, site selection, and capacity planning. Define the technical scope of the new plant to ensure alignment with manufacturing requirements for pressure vessels (ASME), process skids, and heavy piping. Select and manage engineering consultants and third-party agencies for initial design and environmental impact assessments.2. Project Execution & Construction Management:Manage the end-to-end project lifecycle from Front-End Engineering Design (FEED) through to commissioning and handover. Oversee the selection of EPC contractors and sub-contractors; manage contract negotiations and enforce strict adherence to scope, schedule, and budget. Monitor on-site construction activities, ensuring compliance with international safety standards (HSE) and local regulatory requirements.3. Technical & Operational Integration:Ensure the new facility’s layout and machinery specifications are optimized for the fabrication of Pressure Vessels, Heat Exchangers, and Modular Process Skids. Collaborate with the Production and Quality departments to ensure the facility meets Oil & Gas industry standards (e.g., API, ASME, ISO). Oversee the procurement and installation of heavy machinery (rolling machines, CNC, welding columns/booms).4. Stakeholder & Risk Management:Act as the primary point of contact for internal stakeholders, investors, and local government authorities. Identify potential risks (supply chain, regulatory, technical) and implement robust mitigation strategies. Provide detailed progress reports and executive summaries to the Board of Directors.
Qualifications:Education & Experience:Bachelor’s degree in Mechanical Engineering is highly preferred. (PMP certification is a strong asset). Minimum of 10 years of proven experience in Project Management within the Heavy Industry, Steel Fabrication, or Oil & Gas sectors. Demonstrable experience in managing industrial plant construction projects (Greenfield or Brownfield expansions). Technical Expertise:Technical knowledge of manufacturing processes for Pressure Vessels, Piping Spools, and Process Skids is preferable. Familiarity with international codes and standards such as ASME Sec VIII, API, and AISC.
