Job Summary As Project Manager – Roads Projects is responsible for the planning, execution, and delivery of road and highway infrastructure projects, ensuring they are completed safely, on time, within budget, and in compliance with technical, contractual, and regulatory requirements. The role oversees the full project lifecycle—from design coordination and construction through testing, commissioning, and handover—while ensuring alignment with client specifications, authority standards, and company objectives.

Main Duties & Responsibilities Lead roads and highways projects through planning, execution, monitoring, and close-out phases. Define project scope, deliverables, milestones, and execution strategies. Develop and maintain integrated project schedules, budgets, and resource plans. Ensure timely achievement of project milestones and contractual obligations. Enforce a safety-first culture across all project activities. Ensure compliance with company HSE policies, Saudi regulations, and authority requirements. Implement traffic management plans, risk assessments, and method statements. Ensure environmental protection measures are applied throughout construction. Manage approved project budgets, cost control, and cash flow. Monitor progress against baseline schedules and KPIs. Identify risks, constraints, and delays; implement mitigation and recovery plans. Manage variations, claims, and change orders in coordination with Contracts and Commercial teams. Oversee design coordination for road works including:Earthworks and grading Pavement structures Asphalt and concrete works Drainage systems Utilities diversion Road furniture, signage, and markings Ensure compliance with MOT / municipal / authority standards and specifications. Review and approve shop drawings, material submittals, and method statements. Manage EPC / construction contracts and contractor performance. Coordinate with consultants, subcontractors, suppliers, and utility authorities. Act as the main interface with clients, consultants, and government authorities. Conduct regular progress meetings and provide accurate project reporting. Supervise site activities and ensure works meet quality standards and specifications. Ensure implementation of QA/QC procedures and inspection plans. Monitor testing, approvals, and compliance with contractual requirements. Address non-conformities and drive corrective actions. Lead final inspections, snagging, testing, and commissioning activities. Ensure proper documentation, as-built drawings, and handover dossiers. Achieve Provisional and Final Acceptance Certificates. Ensure smooth handover to the client and/or maintenance teams. Lead, mentor, and motivate project engineers, site teams, and support staff. Promote teamwork, accountability, and continuous improvement. Ensure adequate resourcing and capability development within the project team.
Requirements Essential Bachelor’s Degree in Civil Engineering or related discipline. Master’s Degree or MBA is strongly preferred. PMP, Commercial and Strategic certifications are an advantage.10–15 years of experience in road, highway, or infrastructure projects. Proven experience managing large-scale road construction projects. Strong knowledge of asphalt, pavement design, drainage, and traffic management. Experience working with Saudi authorities and standards is highly preferred. Experience in Saudi Arabia or similar regulated Utility markets is preferred. Infrastructure sector knowledge and project lifecycle understanding Strong leadership and decision-making skills, excellent planning, scheduling, and cost control capabilities, solid understanding of road construction methodologies and materials, strong contract administration and claims management skills, and excellent communication and stakeholder management skills are required Proficiency in Primavera P6, MS Project, and MS Office Desirable:Experience of using ERP D 365 to fetch business information is an asset. Proficiency in Arabic language. Experience of working in a multi-cultural environment is an asset.
