Director-Delivery and PMO

Role Purpose

The Director for Delivery & PMO for the Health & Wellbeing sector of NEOM is responsible for overseeing and managing the project management office for the sector. You will work closely with the sector leadership team to ensure the successful execution of projects, adherence to timelines, and achievement of strategic objectives. This role requires strong leadership, project management skills, and a deep understanding of the health, wellbeing, and biotech industry.

Key Accountabilities & Activities

Project Management Office (PMO) Leadership

  • Establish and lead the PMO for the Health & Wellbeing sector, including defining the function's strategy, structure, processes, and governance framework.
  • Define the Delivery & PMO function's annual plans and estimated budget in alignment with sectors overall strategy and business plans
  • Provide strategic direction and guidance to the project teams, ensuring alignment with NEOM's vision, objectives, and industry best practices.
  • Develop and implement project management methodologies, tools, and templates to drive consistency and efficiency in project execution.
  • Mentor and support project managers, ensuring adherence to project management standards and fostering a culture of continuous improvement.
  • Regularly review the operating model of the function to optimize operational effectiveness
  • Prepare regular reports on the function's activities and achievements and provide suggestions for performance development to Sector leadership
  • Standardize PM practices, methods, and provide guidelines to ensure consistency and unification across divisions' portfolio delivery
  • Manage systems & enhancement with best practices to analyze performance data accurately. Create templates to produce overall reporting.
  • Manage a centralized knowledge database or system, ensuring that it remains up-to-date and easily accessible.

Project Planning and Execution

  • Collaborate with sector leaders to develop project charters, objectives, timelines, and budgets for various initiatives within the Health & Wellbeing sector.
  • Monitor project progress, identify potential risks, and develop mitigation strategies to ensure successful project delivery.
  • Conduct regular project status meetings, provide accurate and timely updates to stakeholders, and manage expectations regarding project timelines and deliverables.
  • Ensure effective resource allocation and utilization across projects, identifying and resolving conflicts or bottlenecks to optimize project performance.
  • Set/refresh portfolio quarterly priorities, milestones, dependencies, financials to ensure project delivery as planned and aligned sector objectives.
  • Identify dependencies using CPM, identify dependencies type & risks, resolve conflict between parties, validate and escalate challenges.
  • Optimize resource allocation and oversee the deployment of resources to ensure efficient resource utilization and leveling.
  • Drive foresight activities with SMO for leadership to refresh overall delivery roadmap and provide a clear view on overall progress & define priorities

Stakeholder Management

  • Build and maintain strong relationships with internal and external stakeholders, including cross-functional teams, executives, partners, and vendors.
  • Act as a primary point of contact for stakeholders, addressing their concerns, resolving conflicts, and facilitating effective communication throughout the project lifecycle.
  • Collaborate with stakeholders to define project requirements, scope, and success criteria, ensuring alignment with NEOM's strategic goals and industry standards.
  • Engage with external stakeholders (i.e. ESTD, IA, CEO Milestones, etc) to ensure compliance and needed alignment.
  • Drive effective communication across the sector for key achievements and within H&W.
  • Leadership support to set the tone of the top to enable PMO to exercise their operation effectively and efficiently.

Performance Monitoring and Reporting

  • Develop and implement performance metrics, KPIs, and dashboards to monitor project performance, identify trends, and facilitate data-driven decision-making.
  • Prepare regular status reports, executive summaries, and presentations for senior leadership, highlighting project achievements, challenges, and recommendations for improvement.
  • Conduct post-project reviews to capture lessons learned, identify areas for improvement, and facilitate knowledge sharing across the organization.
  • Oversee the entire portfolio to track overall progress, quality control, performance reviews, change control, and escalate whenever necessary.
  • Establish change control procedure for handling project changes, including evaluating CR their impact on project goals & secure approvals.

Policies, Processes and Procedures

  • Support the design and implementation of sector policies and, procedures ensuring requirements are fulfilled while delivering high impact and enabling effective & efficient achievement of sector objectives.
  • Stimulate team discussion around focus areas and contribute to the identification of opportunities for continuous improvement of systems, improvement of business processes and practices, cost reduction and productivity improvement.
  • Maintain awareness of Sector leading practices, and identify recommendations for corrective measures, updates and improvements where required

People Management

  • Identify, recruit, and develop resources as required to drive the mandate of the PMO & Delivery function
  • Inspire and manage a diverse team of professionals.
  • Provide guidance and on the job training for junior colleagues and conduct knowledge sharing to facilitate achievement of team objectives and completion of tasks in an efficient manner.
  • Assist team to perform their operations in accordance with set policies and procedures.
  • Promote a culture of excellence, innovation, and ethical practice, encouraging continuous improvement which exemplifies NEOM’s values

Knowledge And Experience

  • Bachelor's degree in a relevant field (e.g., business administration, project management, life sciences, etc.).
  • Proven experience (15+ years) in project management, preferably within the health, wellbeing, or biotech sector.
  • Strong understanding of the health, wellbeing, and biotech industry, including industry trends, regulatory requirements, and best practices.
  • Project Management Professional (PMP) certification or equivalent is highly desirable.
  • Excellent leadership and team management skills, with the ability to motivate and inspire project teams to achieve project goals.
  • Exceptional communication and interpersonal skills, with the ability to effectively engage and influence stakeholders at all levels.
  • Solid analytical and problem-solving abilities, with a keen attention to detail and the ability to prioritize and multitask effectively.
  • Proficiency in project management tools and software for planning, scheduling, and tracking projects.

Education and Certifications

  • Bachelor's degree in a relevant field (e.g., business administration, project management, life sciences, etc.).
  • Masters Degree in Business Administration (MBA) or health qualification highly desirable, PMP or Prince 2 certified
