Role Purpose

The Development Manager is responsible for assisting in managing the development of assets in an assigned module on the Mirror Line from project inception to delivery and handover/occupation, with particular emphasis on maximizing return on invested capital and operating profitability, including management of cashflow This will be achieved through close coordination with NEOM Sectors and Departments. Assets will include residential, retail, hospitality and commercial offices as well as social and community infrastructure.

The Development Manager shall assist in the development of strategies and development programs to optimize the commercial and financial returns for all asset classes. This will include market assessment information, value creation strategies, delivery phasing plans, marketing strategies and attracting investors.

The Development Manager shall also collaborate with the Line proponent real estate teams, related business sectors and departments to enhance culture of development excellence and elevate the quality of built assets and deliver the NEOM vision on time, on budget, in accordance with The LINE business case and to the highest international standards.

KEY ACCOUNTABILITIES & ACTIVITIES

Key Responsibilities

  • Report to the Development Director, manage co-ordinate and direct specific aspects of asset development on The LINE
  • Work as part of a team on the development of assets and neighbourhoods on The LINE, including any proposed Public/Private Partnerships (PPP's) for regions on The Line.
  • Provide the bridge between the Development, Design, Construction, Cost and Infrastructure teams.
  • Work closely with the Proponent teams to implement visions, concept strategies, development programs in accordance with business cases.
  • Assist in identifying and defining strategies for delivery of the phasing and the development strategy, in coordination with all required NEOM Sectors and Departments.
  • Work closely with the proponent team to ensure that the project is executed in accordance with the vision and business cases and delivered to the best interests, and financial benefit, of NEOM
  • Must have project management skills and have experience in managing elements of a large project including consultants, especially design architects and engineers to maximized and consolidate all design intents, qualities and specifications.
  • Contribute to regular reports with regard to Business Plans, including project status, risk and approved feasibility hurdle rates to the Development Director and Executive Director.
  • Coordinate with all development disciplines, with the objective of harmonizing the diversified functions to deliver completed projects in accordance with approved business case objectives.
  • Work with the proponent team to prepare RFP and other procurement plans for the delivery of the assets, as required.
  • Manage interfaces between various NEOM entities to ensure strict adherence to the agreed delivery schedules and develop contingency recovery schedule, as and when required .

BACKGROUND, SKILLS & QUALIFICATIONS

Knowledge, Skills and Experience

  • Have a sound understand of industry, able to draw data & info from a broad range of sources, understand planning processes, work with consultant & authority to meet objective, general understanding of construction (not necessarily a

construction expert), generate business solutions.

  • Be able to assist with market research.
  • Able to assist with the writing of development briefs.
  • Have a good understanding of real estate development from architectural concepts to feasibility studies, investment proposals and financial models,
  • Ability to liaise with and coordinate external parties authorities, sectors & designers.
  • A range of real estate industry experience; ideally having been involved in the residential mixed use development process from briefing stage through to handover and occupation , preferably in very large, dense and complex developments, preferably over $1.0 billion end value or 500,000sqm floor area
  • The individual should have a commercial understanding of real estate and have the ability to analyze assumptions, undertake feasibility studies and promote value-add opportunities balancing risk and reward.
  • Problem solving, planning, organizing and analytical skills in the resolution of complex problems, manage competing priorities and deliver quality results on tight deadlines.
  • Good communication and interpersonal skills to facilitate decision making, influence and build relationships with key stakeholders.
  • Fully computer literate, proficient in Microsoft Office applications, Microsoft Project, document management software and a good knowledge of Power BI is desirable
  • As NEOM a growing and evolving organisation with accelerated programs, the Development Manager position requires commitment and flexibility to achieve key, strategic targets that may require working additional hours.

Qualifications

  • Bachelor's Degree in Business Admin. ,Building Economics, Real Estate, Architecture, Master Planning or Engineering from an accredited university – MBA is desirable.
  • Professional registration and accreditation with, Real Estate, Engineer or Urban Design Institute i.e., MACCE, MIED, CARB, PE, MICE, PMP etc. is desirable
  • Over 5 years of experience with a Developer in the capacity of Project Manager / Development Manager.
  • Excellent communication skills, with high standard of English (oral and written).
